Trust Fund Safety Improvements (GS 136-182) <br /> <br />Reserved <br /> <br />$60,175 <br /> <br />IV. <br />road <br />fire <br /> <br />Funds reserved for surveying, right <br />additions, contingencies, overdrafts, <br />departments, rescue squads, etc. <br /> <br />of way acquisition, acquisition, <br />and paving entrances to certified <br /> <br />Reserved $85,366 <br /> <br />GRAND TOTAL $728,151 <br /> <br />Mr. Hearne responded to questions regarding Jim Johnson Road and the <br />equity formula for funding road improvements in North Carolina. <br /> <br />UPON MOT~ON of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board adopted the following resolution <br />concurring with the 2006-2007 Secondary Roads Construction Program for <br />Cabarrus County. <br /> <br />Resolution No. 2006-15 <br /> <br />A RESOLUTION RELATIVE TO THE <br />2006-2007 SECONDARY ROADS CONSTRUCTION PROGRAM <br />FOR CABARRUS COUNTY <br /> <br />WHEREAS, <br /> <br />the North Carolina Department of Transportation has submitted a <br />proposed 2006-2007 Secondary Roads Construction Program for <br />Cabarrus County in the amount of $728,151.00; and <br /> <br />WHEREAS, <br /> <br />representatives of the Department of Transportation in accordance <br />with North Carolina General Statute 136-44.8 met with the Board <br />of County Commissioners at a regular meeting of the Board on June <br />19, 2006, at 6:30 p.m. in the Commissioners' Meeting Room at the <br />Cabarrus County Governmental Center in Concord, North Carolina, <br />in order to present to and discuss with the Board and other <br />citizens present the proposed 2006-2007 Secondary Roads Program; <br />and <br /> <br />WHEREAS, <br /> <br />North Carolina General Statute 136-44.8 provides that the Board <br />of County Commissioners, after the presentation and discussion of <br />the annual Secondary Roads Program, may concur with the program <br />as proposed. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Cabarrus County Board of Commissioners <br />that said Board does concur with the 2006-2007 Secondary Roads <br />Construction Program as presented by the North Carolina Department of <br />Transportation and does recommend that the Board of Transportation <br />adopt the proposed program for Cabarrus County. <br /> <br />Adopted this 19th day of June, 2006. <br /> <br />/s/ Robert W. Bonds, Clerk to the Board <br /> <br />(G-7) Changes to the Planning & Zoning Fee Schedule <br /> <br />Jonathan Marshall, Commerce Director, reported the Commerce Department <br />regularly reviews its fees to determine if they are fair, equitable and <br /> <br />producing compensation for staff time worked. He said some changes to current <br />fees as well as the addition of new fees have been proposed. He reported he <br />had received a number of questions about the new fee proposed for the appeal <br />of a Planning and Zoning Board decision to the Board of Commissioners. Mr. <br />Marshall reviewed the Special Legislation that allows for final approval by <br />the Planning and Zoning Board and explained the appeal process to the Board <br />of Commissioners. Since appeals can come from residents or the applicant and <br />in light of the amount of discussion the proposed fee for appeal by a <br />resident has caused, Mr. Marshall suggested the Commerce Department continue <br />the current practice and not charge a fee for appeals. He also said this fee <br />schedule will be present~for approval by the towns (Midland, Mt. Pleasant <br />and Harrisburg) that the Commerce Department contracts with for planning <br />services. <br />
