The proposed build out schedule is as follows: 60 lots platted in <br />2006, 100 lots platted in 2007 and 102 lots platted in 2008. <br /> <br />There was discussion regarding school capacity. Including previously <br />approved subdivisions, these schools are projected to be functioning at the <br />following capacity upon completion of the project: Cox Mill Elementary <br />School - 159.66 percent; Harris Road Middle School - 124.65 percent; and Jay <br />M. Robinson High School - 126.00 percent. The Hickory Ridge High School and <br />the new Carl Furr Elementary, projected to open in August 2007, will provide <br />relief for the high school and elementary school. <br /> <br />commissioner Carpenter suggested the build out schedule be modified to <br />accommodate school capacity. <br /> <br />Frank Strazulla, a representative of Portrait Homes, stated Portrait <br />Homes communities are priced to be built out within three years. <br /> <br />UPON MOTION of Chairman Carruth, seconded by commissioner Privette and <br />unanimously carried, the Board tabled the Consent Agreement for the Oxford <br />Commons Townhomes subdivision and asked staff to work with Portrait Homes to <br />develop a revised build out schedule. <br /> <br />(G-12) Three-year Update to Cabarrus County's Solid Waste Management Plan <br /> <br />Pam Dubois, Deputy County Manager, reported the County is required to <br />update the Ten Year Comprehensive Solid Waste Management Plan every three <br />years. In addition to Cabarrus County, the Plan also includes the towns of <br />Mt. Pleasant, Harrisburg, and Midland and the City of Kannapolis. She said <br />the plan was prepared in accordance with N.C. General Statute 130A-309.09A <br />(b) and a public meeting was held on May 25, 2006 for discussion and/or input <br />into the plan. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Resolution: <br /> <br />Resolution No. 2006-14 <br /> <br />RESOLUTION ACCEPTING AND ENDORSING THE SOLID WASTE MANAGEMENT PLAN UPDATE OF <br />2006 FOR CABARRUS COUNTY <br /> <br />WHEREAS, it is a priority of this community to protect human health and <br />the environment through safe and effective management of municipal solid <br />wastei and <br /> <br />WHEREAS, the reduction of the amount and toxicity of the local waste <br />stream is a goal of this communitYi and <br /> <br />WHEREAS, <br />services is an <br />systemi and <br /> <br />equitable and efficient delivery of solid waste management <br />essential characteristic of the local solid waste management <br /> <br />WHEREAS, it is a goal of the community to maintain and improve its <br />physical appearance and to reduce the adverse effects of illegal disposal and <br />litteringi and <br /> <br />WHEREAS, Cabarrus County recognizes its role in the encouragement of <br />recycling markets by purchasing recycled products; and <br /> <br />WHEREAS, involvement and education of the citizenry is critical to the <br />establishment of an effective local solid waste programi and <br /> <br />WHEREAS, the State of North Carolina has placed planning responsibility <br />on local government for the management of solid wastei and <br /> <br />WHEREAS, NC General Statute 130A-309.09A(b) requires each unit of local <br />government, either individually or in cooperation with other units of local <br />government, to update the Ten Year Comprehensive Solid Waste Plan at least <br />every three yearsi and <br /> <br />WHEREAS, the Cabarrus County Solid Waste Management Department and <br />Citizens Solid Waste Advisory Council have undertaken and completed a loog- <br />range planning effort to evaluate the appropriate technologies and strategies <br />available to manage solid waste effectively. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY GOVERNING BOARD OF CABARRUS COUNTY: <br />
