Bonds, Clerk to the Board <br /> <br />(G-l3) <br />Military <br /> <br />Establishment of a Committee to Plan a Celebration <br />Personnel Who Have Served in Iraq and Afghanistan <br /> <br />in Honor of <br /> <br />As briefly discussed during the Agenda Work Session on June 5, Chairman <br />Carruth expressed a desire to establish a committee to plan a celebration on <br />Veteran's Day to honor military personnel who have served in Iraq and <br />Afghanistan. He suggested the County's Veteran Services Department and other <br />veterans organizations be involved in planning and/or hosting the event with <br />the County to provide funding. He asked Board members to submit names to the <br />Clerk for consideration at the July meeting. <br /> <br />Commissioner Freeman reported he already submitted the name of Darrell <br />Means for consideration. He said Mr. Means is a 22-year veteran residing in <br />Concord. <br /> <br />Chairman Carruth will contact Lewis Williams, Veteran Services Officer, <br />regarding the proposed celebration. <br /> <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />(H-l) Harrisburg Planning & Zoning Board (Extraterritorial Jurisdiction <br />Member) <br /> <br />The term of appointment for Lloyd L. Quay, Jr., as the extraterritorial <br />jurisdiction member on the Harrisburg Planning and Zoning Board ends June 30. <br />He is completing nine years on the board. The Harrisburg Planning and Zoning <br />Board has requested the Board of Commissioners to make an exception to the <br />County's Appointment Policy and reappoint Mr. Quay. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board made an exception to the County's <br />Appointment Policy and reappointed Lloyd L. Quay, Jr., to the Harrisburg <br />Planning and Zoning Board as the extraterritorial jurisdiction member for a <br />three-year term ending June 30, 2009. <br /> <br />(H-2) Transportation Advisory Board <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board reappointed James Polk (DSS) , Cynthia <br />Hubbard (Nevins) and Cindy Hall (Aging) to the Transportation Advisory Board <br />for a three-year term ending June 30, 2009. Further, the Board appointed <br />Kathy Kitts (Midland Town Council) to a term ending June 30, 2009 and <br />appointed Jennie Klopp (NC Mental Health) as an ex officio member to fill an <br />unexpired term ending June 30, 2007. <br /> <br />(H-3) Public Health Authority (Cabarrus Health Alliance) <br /> <br />Charles Phillips, Chairman of the Public Health Authority (Cabarrus <br />Health Alliance Board), discussed with the Board the recommended <br />reappointments/appointments to three positions on the Authority. He said the <br />Authority had recommended the reappointment of himself and Dr. Jonathan <br />Zsambeky as ~public members." Also, he stated Commissioner Carpenter and <br />Jessica Castrodale have applied for the "public member II position previously <br />held by Wanda Douglas. Commissioner Carpenter currently serves as the Board's <br />designee with a term to end on June 30, 2007. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded <br />unanimously carried, the Board made an exception to <br />and reappointed Charles Phillips (Public Member) <br />Authority for a three-year term ending June 30, 2009. <br /> <br />by Chairman Carruth and <br />the Appointment Policy <br />to the Public Health <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board reappointed Dr. Jonathan Zsambeky <br />
