Further, the Board <br />directed the Economic Development Corporation to incorporate the changes into <br />the current program guidelines. <br /> <br />(G-6) Approval of Operational Agreement between USDA Natural Resources <br />Conservation Services, DENR Division of Soil and Water, Cabarrus County Soil <br />and Water Conservation District and Cabarrus County, and Reorganization of <br />the Commerce Department <br /> <br />Mike Downs, Deputy County Manager, reported Cabarrus County Soil and <br />Water Conservation District employees are supervised by Matt Kinane, District <br />Conservationist and Federal employee. He stated a mandate issued by the U. S. <br />Department of Agriculture, Natural Resources Conservation Services, prohibits <br />the District Conservationist from supervising County employees. In order to <br />comply with this directive, he said the County and the Soil and Water <br />Conservation District Board met, discussed options and decided to amend the <br />Operational Agreement. The amendment would limit the District <br />Conservationist's responsibilities to technical oversight, delivery of <br />employee technical training and development with no supervisory <br />responsibilities. The amendment would also move the Cabarrus County Soil and <br />Water Conservation District employees under the Commerce Department with its <br />staff to report directly to the Commerce Director. Finally, Mr. Downs <br />recommended the Board add a Senior Resource Conservation Specialist to the <br />County Classification Plan and reclassify Resource Conservation Specialist <br />(position No. 4210002, Grade 67) to a Senior Resource Conservation Specialist <br />(Grade 69) to handle the day-to-day operations. <br /> <br />John Day, County Manager, stated the reclassification would be handled <br />administratively in accordance with the Personnel Ordinance after a Senior <br />Resource Conservation Specialist position is added to the County <br />Classification Plan. <br /> <br />Mr. Kinane responded to questions <br />supervision. He explained it is an ethics <br />cannot supervise a non-federal employee. <br /> <br />related to requested change in <br />issue whereby a Federal employee <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the amendment <br />("Personnel and Management") to the Operational Agreement between the U. S. <br />Department of Agriculture Natural Resources Conservation Service, Department <br />of Environment and Natural Resources Division of Soil and Water <br />Conservation, the Cabarrus Soil and Water Conservation District and Cabarrus <br />County, which moves the Cabarrus Soil and Water Conservation District under <br />the Commerce Department. Further, the Board added a Senior Resource <br />Conservation Specialist (Grade 69) to the County Classification Plan. <br /> <br />(G-7) <br />(NACo) <br /> <br />Designation of Voting Delegate to the National Association of Counties <br />Annual Conference in Chicago on August 4-8, 2006 <br /> <br />UPON MOTION of Commissioner Privette, seconded by Chairman Carruth and <br />unanimously carried, the Board designated Commissioner Freeman as the voting <br />delegate to the NACo Annual Conference in Chicago on August 4 - 8, 2006. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Chairman Carruth and <br />unanimously carried, the Board designated Commissioner Privette as the <br />alternate voting delegate to the NACo 2006 Annual Conference. <br /> <br />(G-8) Law Enforcement Center and Detention Facility - Ware Bonsall Contract <br />Amendment # 9 <br /> <br />Mike Downs, Deputy County Manager, reported during the plan review <br />process by the City of Concord, City staff identified the following two items <br />that need to be addressed before the County can be issued a Zoning Compliance <br />Permit for the Law Enforcement Center and Detention Facility project: <br /> <br />(1) The retaining wall on the west side of the housing unit <br />must be extended approximately 100 feet to accommodate an <br />emergency access road to be constructed to the rear corner <br />of that building; and <br />
