<br />July 31, 2006 (Recessed Meeting) <br /> <br />Page <br /> <br />28 <br /> <br />Commissioner Freeman commented on a recent article in THE BUSINESS <br />JOURNAL about the economic impact of youth sports which pumps millions of <br />dollars into Cabarrus County. <br /> <br />(D-3) Confirm/Change Regular Meeting Schedule for September 2006 <br /> <br />Chairman Carruth reported he would be out of town on September 18. He <br />suggested the regular September meeting be rescheduled to September 25, 2006. <br />He also suggested the Board hold a separate meeting to consider the Wayne <br />Brothers rezoning petition. After checking their calendars, the Board agreed <br />to meet on September 5, 2006, at 6:00 p.m. in the Commissioners' Meeting Room <br />to consider the rezoning petition. Finally, Chairman Carruth reviewed the <br />dates and times of several upcoming meetings, including the Agenda Work <br />Sessions on August 14 and September 11. <br /> <br />UPON MOTION of Chairman Carruth, seconded by Commissioner Carpenter and <br />unanimously carried, the Board by resolution rescheduled the regular <br />September meeting from September 18 to September 25, 2006, and agreed to meet <br />on Tuesday, September 5, 2006, at 6:00 p.m. to consider the Wayne Brothers <br />Rezoning Application [Petition 2006-06(R)]. <br /> <br />(D-4) Industrial Development Incentive Grant Request <br />Real Estate USA - SCheduling a Public Hearing on August <br /> <br />for PreGel <br />21, 2006 <br /> <br />USA/Lares <br /> <br />Ryan McDaniels, Director of Cabarrus Economic Development Corporation <br />(EDC) , asked the Board to schedule a public hearing to consider an Industrial <br />Development Incentive Grant for PerGel USA/Lares Real Estate USA. He said <br />the Gelato (Italian ice cream) manufacturing company is considering locating <br />a new facility at the International Business Park in Concord with a projected <br />total investment of $2.3 million. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Freeman and <br />unanimously carried, the Board scheduled a public hearing to consider an <br />Industrial Development Incentive Grant for PreGel USA/Lares Real Estate USA <br />on August 21, 2006, at 6:30 p.m. <br /> <br />Recess of Meeting <br /> <br />At 7: 11 p. m., Chairman Carruth recessed the meeting. He reported the <br />meeting would reconvene at 7:30 p.m. in the Multipurpose Room. <br /> <br />At 7:30 p.m., <br />Multipurpose Room. <br /> <br />Chairman Carruth reconvened the meeting in the <br /> <br />(D-l) Presentation - Project Safe Neighborhoods (Project Safe Cabarrus) <br /> <br />Sheriff Brad Riley, presented information on a new program called <br />Project Safe Neighborhoods (PSN). He reported PSN is a comprehensive <br />nationwide network designed to create safer neighborhoods by reducing <br />violence and gun crimes. He said the initiative is led by the U.S. <br />Attorney's office, funded by Federal grants and administered through the <br />North Carolina Governor's Crime Control. After reviewing data on homicides, <br />aggravated assaults, robberies and felony gun charges that were committed <br />from January 2004 through June 2005, he said a list of 25 repeat offenders <br />was developed. He said several of these individuals were identified as being <br />repeat offenders by more than one law enforcement agency. Sheriff Riley <br />also reviewed the trends and patterns of these crimes as well as the number <br />of cases responded to by the Cabarrus County Sheriff's Office, and the <br />Concord and Kannapolis police departments over a ten-year period. He <br />reported these offenders will be notified on August 17, 2006 and told if they <br />commit another crime, they will go to Federal prison. Or, if the offender <br />chooses to turn away from crime, he said the offender will work with various <br />community resources to receive the necessary life skills to become a <br />productive citizen. He said staff at the U. S. Attorney's Office in the <br />Middle District has reviewed the offenders' cases and is the driving force <br />behind this initiative. Sheriff Riley invited Board members to attend the <br />program's first notification hearing to be held on August 17, 2006, at 5:00 <br />p.m. in the Cabarrus County Courthouse, Court Room No.3. <br /> <br /> <br />Sheriff Riley responded to several questions about the Program. <br /> <br />There was a brief discussion on the influx of methamphetamine and gang <br />related crimes in Cabarrus County. <br />
