She said Ms. Finn was hired a few weeks ago to work on Cabarrus <br />County projects and act as the planning liaison to the Town of Harrisburg. <br /> <br />Department of Commerce - Amendment to Construction Standards Fee Schedule <br /> <br />Scott McAnulty, Chief Building Inspector, reported there is currently <br />an existing fee of $100.00 for the inspection of a daycare, group care and <br />foster care homes. In order to cover costs associated with inspections that <br />are not covered under Construction Standards Fee Schedule "A", (i. e. , <br />seasonal businesses, ABC permits, and restaurants with a change in ownership) <br />he said the Commerce Department would like to expand the permit category to <br />encompass any existing facility requiring an inspection for a State license <br />or permit. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board voted to place the Amendment to the <br />Construction Standards Fee Schedule "A" (New Construction) on the August 21, <br />2006 Agenda as a Consent Item. <br /> <br />Reorganization Recomaendation for Cabarrus County Parks and Recreation <br />Commission <br /> <br />Steve Little, Parks and Recreation Director, reported the Parks and <br />Recreation Commission was asked to review its structure. He presented the <br />following highlights of the proposed restructuring of the Parks and <br />Recreation Commission: (1) the County's seven planning areas will replace the <br />12 townships as the geographic model for appointee eligibility; (2) two <br />permanent at-large seats will be added to the Commission thereby increasing <br />the membership from 9 to 11; (3) current Commission members will continue <br />their current terms of service and are eligible for reappointment; (4) new <br />appointees from the Northwest, Harrisburg and Midland areas will have <br />staggered terms of 2007, 2008, and 2009 respectively; and (4) there will be <br />one temporary at-large position with a expiration date of January 31, 2007. <br /> <br />Mr. Little responded to several questions regarding the proposed <br />restructuring of the Commission. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Vice Chairman Juba and <br />unanimously carried, the Board voted to place the proposed reorganization of <br />the Parks and Recreation Commission on the August 21, 2006 Agenda as a <br />Consent Item. <br /> <br />Recommended Parks and Recreation Naming Policy for Cabarrus County Parks and <br />Recreation Department <br /> <br />Steve Little, Parks and Recreation Director, reported the Cabarrus <br />County Parks and Recreation Department currently does not have a written <br />policy or procedure for the naming of parks and recreation facilities. He <br />said the purpose of a naming policy is to establish standard procedures and <br />guidelines for the official naming of public parklands and facilities owned <br />and/or operated by Cabarrus County. He said the proposed policy provides <br />criteria for citizen input into the naming process with the final decision <br />regarding the naming of Cabarrus County parks and recreational areas and <br />facilities to be made by the Cabarrus County Board of Commissioners. <br /> <br />Mr. Little responded to questions regarding the proposed naming policy. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Freeman <br />and unanimously carried, the Board voted to place the Cabarrus County Parks <br />and Recreation Naming Policy on the August 21, 2006 Agenda as a Consent Item. <br /> <br />Athletic Lighting proiect Bids for Frank Liske Park and Cox Mill School Park <br /> <br />Steve Little, Parks and Recreation Director, reported four bids were <br />received for athletic lighting projects at Frank Liske Park and Cox Mill <br />School Park on Friday, August 4, 2006. He said the overall low bidder was <br />S&S Electrical Construction Company, Inc., for $ 670,000.00. He reported the <br />County's General Services Department has agreed to perform the demolition and <br />removal of two sets of lights at Frank Liske Park and that the estimated <br />budgetary savings of $15,900.00 could be used to pay for the removal of <br />rocks, if necessary. Finally, he stated the Cabarrus County Parks and <br />Recreation Department and the General Services Department recommend the Board <br />of Commissioners award the contract bid to S&S Electrical. <br /> <br />Mr. Little responded to questions about the bidders. <br />
