<br />August 14, 2006 (Agenda Work Session) <br /> <br />Page <br /> <br />34 <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Freeman and <br />unanimously carried, the Board voted to place the bid award for the Athletic <br />Lighting Projects for Frank Liske Park and Cox Mill School Park on the August <br />21, 2006 Agenda as a Consent Item. <br /> <br />Consent Aqreements for the Quail Haven, Roberta Meadows, Fullerton Place and <br />Bridge Pointe Phase 6, and Buffalo Ranch Site Subdivisions <br /> <br />Kassie G. Watts, Planner, briefly reviewed the revised build out <br />schedules for the following subdivisions that were tabled by the Cabarrus <br />County Board of Commissioners at its July 21, 2006 meeting: Quail Haven, <br />Roberta Meadows, Fullerton Place and Bridge Pointe Phase 6. The Quail Haven, <br />Roberta Meadows and Fullerton Place subdivisions were approved by the Concord <br />Planning and Zoning Board and the Bridge Pointe Phase 6 subdivision was <br />approved by the Harrisburg Planning and Zoning Board. The revised build out <br />schedules were as follows: Fullerton Place ~ 50 lots platted in 2007, 76 <br />lots platted in 2008 and 75 lots platted in 2009; Roberta Meadows ~ 4 lots <br />platted in 2006, 20 lots platted in 2007, and 9 lots platted in 2008; Bridge <br />Pointe Phase 6 ~ 45 lots platted in 2007; and Quail Haven - 51 lots platted <br />in 2007, 100 lots platted in 2008, 100 lots platted in 2009, 100 lots platted <br />in 2010, 100 lots platted in 2011 and 100 lots platted in 2012. <br /> <br />Ms. Watts also reviewed the Consent Agreement for the Buffalo Ranch <br />Si te subdivision. She reported the subdivision, developed by Buffalo Land, <br />LLC, was approved by the Concord Planning and Zoning Board on June 20, 2006, <br />and consists of 190 single family homes on approximately 86.85 acres located <br />on N.C. Highway 49. She said the consent agreement provides for the <br />advancement of adequacy at $4,034.00 per lot and is due at final platting. <br />The build out schedule is as follows: 15 lots platted in 2007, 30 lots <br />platted in 2008, 40 lots platted in 2009, 40 lots platted in 2010, 40 lots <br />platted in 2011 and 25 lots platted in 2012. <br /> <br />There was a brief discussion on school capacity at the Mt. Pleasant <br />Middle School, Mt. Pleasant High School and possibly changing the build out <br />schedule to reduce the impact on school capacity. Upon completion of <br />previously approved subdivisions, these schools are proj ected to be <br />functioning at the following capacity: W. M. Irvin Elementary School <br />122.87 percent, Mt. Pleasant Middle School - 162.08 percent and Mt. Pleasant <br />High School 188.08 percent. The 15-Year Facility Plan includes a new <br />middle school in 2009 south of NC Hwy 49 near US Hwy 601 that would relieve <br />Mt. Pleasant Middle School and C.C. Griffin Middle School. Funding for this <br />middle school has not been identified. A new elementary school is proposed <br />for 2010 that would relieve W.M. Irvin, Mt. Pleasant and A.T. Allen <br />Elementary Schools. Funding for this elementary school has not been <br />identified. An addition to the Mt. Pleasant High School is proposed for <br />2011. Funding for this addition has not been identified. <br /> <br />Chairman Carruth commented on the numerical difference <br />County's Subdivision Lot Inventory sheet and the subdivision's <br />summary sheet that is calculated on the high school feeder system. <br /> <br />between the <br />individual <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board voted to place the Consent Agreements for <br />the Quail Haven, Roberta Meadows, Fullerton Place and Bridge Pointe Phase 6 <br />subdivisions on the August 21, 2006 Agenda as Old Business items. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded <br />and unanimously carried, the Board voted to place the <br />the Buffalo Ranch Site Subdivision on the August 21, <br />Business item. <br /> <br />by Vice Chairman Juba <br />Consent Agreement for <br />2006 Agenda as a New <br /> <br />Establishment of a Committee to Plan a Celebration in Honor of Military <br />Personnel who Have Served in Iraq and Afqhanistan <br /> <br />Chairman Carruth stated he has not had an opportunity to speak with <br />Lewis Williams, the County's Veterans Service Officer, concerning the <br />establishment of a committee. However, he reported there is an annual <br />celebration held each November to honor local Veterans and asked that Mr. <br />Williams attend the September Agenda Work Session to discuss the upcoming <br />event. <br /> <br />Cabarrus County Property Tax Assistance Grant <br />
