August 21, 2006 (Regular Meeting) Page 41 The Board of Commissioners for the County session in the Commissioners' Meeting Room Governmental Center in Concord, North Carolina on 6:30 p.m. of Cabarrus met in regular at the Cabarrus County Monday, August 21, 2006, at Present - Chairman: Robert W. Carruth Vice Chairman: Joni D. Juba Commissioners: Carolyn B. Carpenter Robert W. Freeman Absent - Commissioner: Coy C. Privette Also present were John D. Day, County Manager; Richard M. Koch, Attorney; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, Clerk to the Board. County Deputy Chairman Carruth called the meeting to order at 6:30 p.m. Boy Scout Troop 38 of Poplar Tent Presbyterian Church conducted the Flag Ceremony. Scout participating in the ceremony were: Dillon Bentley and McLeod Phillips. Reverend Forbis Kivett of First Wesleyan Church gave the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Vice Chairman Juba, seconded by Commissioner Freeman and unanimously carried, the Board approved the minutes of May 22, 2006 (Recessed Meeting/Budget Work Session), May 23, 2006 (Recessed Meeting/Budget Work Session), June 5, 2006, (Agenda Work Session) and June 19, 2006 (Regular Meeting) as written. (B) APPROVAL OF THE AGENDA Chairman Carruth requested the following changes be made to the Agenda: Remove Consent Item (F-24) Sheriff's Office and Detention Center Construction of 16-inch Waterline on Corban Avenue; and add the following Consent Items - (F-25) Industrial Development Incentive Grant Request - Old Charlotte Centre - Scheduling a Public Hearing on September 11, 2006, at 5:30 p.m.; and (F-26) Rowan-Cabarrus Community College - Letter of Support for the Community-Based Job Training Grant Proposal. UPON MOTION of Commissioner Freeman, seconded by Commissioner Carpenter and unanimously carried, the Board approved the Agenda as amended. (C) RECOGNITIONS AND PRESENTATIONS (C-l) Recognition of Deputy Sheriff A. Brian Howard on His Retirement from the Cabarrus County Sheriff's Office Sheriff Brad Riley recognized Deputy Sheriff A. Brian Howard who will retire on August 22, 2006. His employment with the Sheriff's Department began on June 28, 1991. Sheriff Riley reported Deputy Sheriff Howard was assigned to the Patrol Unit, served as a School Resource Officer and won many awards throughout his career. On behalf of the Howard with a plaque Cabarrus County. Board, Commissioner Carpenter presented Deputy Sheriff in appreciation for his many years of service to Also, on behalf of the Board, Chairman Carruth apologized for the Commissioners not attending the kickoff of the Project Safe Neighborhood program due to a mix up in schedules. He said he would make sure one of the Commissioners attended the next session. (D) INFORMAL PUBLIC COMMENTS Chairman Carruth opened the meeting for Informal Public Comments at 6:43 p.m. Larry Marlow of Odell School Road, spoke on school overcrowding and growth. He asked why the County does not build larger schools in the first place and said it seems like the County is going backwards on growth by placing all the growth on one road and in one area. He also said it does not make sense that as soon as new schools are built, mobile units (doublewides) are set up.
