<br />August 21, 2006 (Regular Meeting) <br /> <br />Page 41 <br /> <br />The Board of Commissioners for the County <br />session in the Commissioners' Meeting Room <br />Governmental Center in Concord, North Carolina on <br />6:30 p.m. <br /> <br />of Cabarrus met in regular <br />at the Cabarrus County <br />Monday, August 21, 2006, at <br /> <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert W. Freeman <br /> <br />Absent - Commissioner: <br /> <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; Richard M. Koch, <br />Attorney; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, <br />Clerk to the Board. <br /> <br />County <br />Deputy <br /> <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br /> <br />Boy Scout Troop 38 of Poplar Tent Presbyterian Church conducted the <br />Flag Ceremony. Scout participating in the ceremony were: Dillon Bentley and <br />McLeod Phillips. <br /> <br />Reverend Forbis Kivett of First Wesleyan Church gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Freeman and <br />unanimously carried, the Board approved the minutes of May 22, 2006 (Recessed <br />Meeting/Budget Work Session), May 23, 2006 (Recessed Meeting/Budget Work <br />Session), June 5, 2006, (Agenda Work Session) and June 19, 2006 (Regular <br />Meeting) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />Chairman Carruth requested the following changes be made to the Agenda: <br />Remove Consent Item (F-24) Sheriff's Office and Detention Center <br />Construction of 16-inch Waterline on Corban Avenue; and add the following <br />Consent Items - (F-25) Industrial Development Incentive Grant Request - Old <br />Charlotte Centre - Scheduling a Public Hearing on September 11, 2006, at 5:30 <br />p.m.; and (F-26) Rowan-Cabarrus Community College - Letter of Support for the <br />Community-Based Job Training Grant Proposal. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the Agenda as amended. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) Recognition of Deputy Sheriff A. Brian Howard on His Retirement from <br />the Cabarrus County Sheriff's Office <br /> <br />Sheriff Brad Riley recognized Deputy Sheriff A. Brian Howard who will <br />retire on August 22, 2006. His employment with the Sheriff's Department <br />began on June 28, 1991. Sheriff Riley reported Deputy Sheriff Howard was <br />assigned to the Patrol Unit, served as a School Resource Officer and won many <br />awards throughout his career. <br /> <br />On behalf of the <br />Howard with a plaque <br />Cabarrus County. <br /> <br />Board, Commissioner Carpenter presented Deputy Sheriff <br />in appreciation for his many years of service to <br /> <br />Also, on behalf of the Board, Chairman Carruth apologized for the <br />Commissioners not attending the kickoff of the Project Safe Neighborhood <br />program due to a mix up in schedules. He said he would make sure one of the <br />Commissioners attended the next session. <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />6:43 p.m. <br /> <br />Larry Marlow of Odell School Road, spoke on school overcrowding and <br />growth. He asked why the County does not build larger schools in the first <br />place and said it seems like the County is going backwards on growth by <br />placing all the growth on one road and in one area. He also said it does not <br />make sense that as soon as new schools are built, mobile units (doublewides) <br />are set up. <br />
