<br />(F-12) Authorize Purchase of Komatsu PC300LC Hydraulic Excavator from Linder
<br />Industrial Machinery with Intended Piggyback of Catawba County, NC Bid and
<br />Adoption of Budget Amendment
<br />
<br />The "piggybacking" of the Catawba County bid awarded for the purchase
<br />of a Komatsu PC200LC Hydraulic Excavator from Linder Industrial Machinery,
<br />Charlotte is recommended. Local governments are authorized to purchase
<br />equipment without bidding from a person or entity that has, within the past
<br />12 months, contracted to furnish an item to any other "public agency"
<br />defined as the federal government, any federal agency, any state government
<br />or state agency or local government anywhere in the country. The notice of
<br />intent to "piggyback" the Catawba County, NC bid was posted on the County's
<br />website (v-Iww.caba on July 17, 2006. Funds for this purchase
<br />were included in the FY 2007 budget.

<br />UPON MOTION of Commissioner Carpenter, seconded by Vice
<br />and unanimously carried, the Board authorized the purchase
<br />PC300LC Hydraulic Excavator from Linder Industrial Machinery,
<br />utilizing an intended piggyback of the Catawba County, North
<br />awarded at a cost of $250,406.00.

<br />(F-13) Authorize Purchase of Volvo Articulated Dump Truck form ASC
<br />Construction Equipment with Intended Piggyback of Transylvania County, NC Bid
<br />and Adoption of Budget Amendment
<br />
<br />The "piggybacking" of the Transylvania County bid awarded for the
<br />purchase of a Volvo Articulated Dump Truck with ASC Construction Equipment,
<br />Arden, North Carolina, is recommended. Local governments are authorized to
<br />purchase equipment without bidding from a person or entity that has, within
<br />the past 12 months, contracted to furnish an item to any other "public
<br />agency" - defined as the deferral government, any federal agency, any state
<br />government or state agency or local government anywhere in the country. The
<br />notice of intent to "piggyback" the Transylvania County, NC bid was posted on
<br />the County's website (www.cabarruscounty.us) on July 17, 2006. Funds for
<br />this purchase were included in the FY 2007 budget.

<br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba
<br />and unanimously carried, the Board authorized the purchase of one Volvo
<br />Articulated Dump Truck from ASC Construction Equipment, Arden, NC by
<br />piggybacking the original bid awarded to Transylvania County, North Carolina
<br />at a cost of $300,411.00.

<br />(F-14) Department of Social Services - Budget Amendment (Special Needs Kids)
<br />
<br />This budget amendment appropriates fund balance from FY 2006 from a
<br />state grant restricted to uses related to "Special Needs Kids." Funds will
<br />be used to address the Foster Care backlog and visitation requirements.
<br />
<br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba
<br />and unanimously carried, the Board adopted the following budget amendment:

<br />TYPE OF ADJUSTMENT: Transfer between Departments/Funds
<br />PURPOSE OF REQUEST: Use special adoption funds to address backlog of
<br />children in foster care through contract Attorney ($50,000.00) to assist with
<br />court cases; contract with consultant to look at services and how to best
<br />provide permanency for children ($15,000.00), juvenile court administrator to
<br />manage scheduling to most effectively use court time and assure that
<br />deadlines are met ($16,308.00), and 2 CSST to assist with visitation for
<br />children who are involved in TPR process to assure that they meet court
<br />requirements (total cost $19,244.00).
