To be considered, names for new parks, recreation areas or facilities should not duplicate or be closely related to or pronounced similarly to any other names within the county or municipalities' parks and recreation systems so as to minimize public confusion. 9. The Cabarrus County Parks and Recreation Commission may conceive and recommend names for Cabarrus County parks and recreational facilities. 10. Additional names may not be added to the names of parks and facilities already named for an individual. 11. Only those recreational areas or facilities named for something other than an individual may be renamed. 12. The names of parks or facilities named for individuals shall be considered permanent unless set by an individual naming contract or irrefutable revelations should arise of misconduct or misdeeds so reprehensible and stigmatizing of the individual's memory and so potentially damaging to the park or facility bearing his or her name as to demand change. 13. Certain features in public areas and/or facilities may be named for such things as flowers, birds, animals, etc. instead of people. Consideration for naming these items should be at the discretion of the staff and need not be presented to the Cabarrus County Board of Commissioners. 14. The Parks and Recreation Commission may recommend to the Cabarrus County Board of Commissioners placement of a plaque, statuary, work of art, or monument in an appropriate location within a park or other facility wherein the names of individuals may be placed for their contributions, financially or otherwise. II. Procedural Guidelines 1. The Cabarrus County Parks and Recreation Commission will receive naming recommendations only on forms available at the Parks and Recreation Department's Administrative Office. Each such recommendation must be accompanied by information indicating why a particular name should be designated for a particular area or facility. 2. Naming recommendation and supporting material will be received first of two consecutive monthly meetings (a period of 60 days) Parks and Recreation Commission. a t the of the 3. Having received appropriate recommendation forms and supporting materials during the first meeting, the Parks and Recreation Commission will receive verbal and/or written input during a public hearing segment of the second consecutive monthly meeting. This publicized public hearing will have a timed agenda period. Normally, the Parks and Recreation Commission will evaluate the recommendation (s) and take action at the second monthly meeting. 4. Should interested citizens wish to provide supportive or opposition comments or concerns without appearing personally at the second public hearing, the Parks and Recreation Commission will accept such comments via letters, facsimiles or emails in advance to either of the two meetings. 5. Public notification Recreation Director through local media, of via site such meetings shall be made by the Parks and the issuance of public service announcements signage, the internet and other means. 6. Once approved by the Parks and Recreation Commission, their recommendation will be forwarded to the Cabarrus County Board of Commissioners for their review and consideration.
