<br />August 21, 2006 (Regular Meeting) <br /> <br />Page 68 <br /> <br />Cabarrus County parks and recreation system for an individual within the <br />first twelve (12) months following the individual's death. <br /> <br />8. To be considered, names for new parks, recreation areas or facilities <br />should not duplicate or be closely related to or pronounced similarly to <br />any other names within the county or municipalities' parks and recreation <br />systems so as to minimize public confusion. <br /> <br />9. The Cabarrus County Parks and Recreation Commission may conceive and <br />recommend names for Cabarrus County parks and recreational facilities. <br /> <br />10. Additional names may not be added to the names of parks and facilities <br />already named for an individual. <br /> <br />11. Only those recreational areas or facilities named for something other <br />than an individual may be renamed. <br /> <br />12. The names of parks or facilities named for individuals shall be <br />considered permanent unless set by an individual naming contract or <br />irrefutable revelations should arise of misconduct or misdeeds so <br />reprehensible and stigmatizing of the individual's memory and so <br />potentially damaging to the park or facility bearing his or her name as <br />to demand change. <br /> <br />13. Certain features in public areas and/or facilities may be named for such <br />things as flowers, birds, animals, etc. instead of people. Consideration <br />for naming these items should be at the discretion of the staff and need <br />not be presented to the Cabarrus County Board of Commissioners. <br /> <br />14. The Parks and Recreation Commission may recommend to the Cabarrus County <br />Board of Commissioners placement of a plaque, statuary, work of art, or <br />monument in an appropriate location within a park or other facility <br />wherein the names of individuals may be placed for their contributions, <br />financially or otherwise. <br /> <br />II. Procedural Guidelines <br /> <br />1. The Cabarrus County Parks and Recreation Commission will receive naming <br />recommendations only on forms available at the Parks and Recreation <br />Department's Administrative Office. Each such recommendation must be <br />accompanied by information indicating why a particular name should be <br />designated for a particular area or facility. <br /> <br />2. <br /> <br />Naming recommendation and supporting material will be received <br />first of two consecutive monthly meetings (a period of 60 days) <br />Parks and Recreation Commission. <br /> <br />a t the <br />of the <br /> <br />3. Having received appropriate recommendation forms and supporting materials <br />during the first meeting, the Parks and Recreation Commission will <br />receive verbal and/or written input during a public hearing segment of <br />the second consecutive monthly meeting. This publicized public hearing <br />will have a timed agenda period. Normally, the Parks and Recreation <br />Commission will evaluate the recommendation (s) and take action at the <br />second monthly meeting. <br /> <br />4. Should interested citizens wish to provide supportive or opposition <br />comments or concerns without appearing personally at the second public <br />hearing, the Parks and Recreation Commission will accept such comments <br />via letters, facsimiles or emails in advance to either of the two <br />meetings. <br /> <br />5. <br /> <br />Public notification <br />Recreation Director <br />through local media, <br /> <br />of <br />via <br />site <br /> <br />such meetings shall be made by the Parks and <br />the issuance of public service announcements <br />signage, the internet and other means. <br /> <br />6. Once approved by the Parks and Recreation Commission, their <br />recommendation will be forwarded to the Cabarrus County Board of <br />Commissioners for their review and consideration.
