<br />August 21, 2006 (Regular Meeting) <br /> <br />Page 67 <br /> <br />Upon request by the Cabarrus County Board of Commissioners and the <br />County Manager to review the Commission's structure, the Parks and Recreation <br />Commission recommend the following reorganization plan: (1) Cabarrus <br />County's seven planning areas will replace townships as the geographic model <br />for appointee eligibility; (2) Two permanent at-large seats will be added to <br />aid in proportional representation on the Commission, increasing membership <br />from nine to eleven; (3) All current members of the commission will be able <br />to continue their terms of service and will have no change in their <br />eligibili ty for reappointment; (4) The new appointees from the Northwest, <br />Harrisburg, and Midland areas will have terms ending in 2007, 2008, and 2009, <br />respectively, to maintain the current schedule of staggering terms; (5) There <br />will be one temporary at-large representative that will expire on January 31, <br />2007; therefore, as of February 1, 2007, the Parks and Recreation Commission <br />will have 11 members; and (6) There will be one representative from Cabarrus <br />County Schools and one from Kannapolis City Schools. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board approved the Parks and Recreation <br />Commission Reorganization Plan as presented in the Agenda. A copy of the <br />plan is on file in the County Manager's office. <br /> <br />(F-20) Recommended Parks and Recreation Naming Policy for Cabarrus County <br />Parks and Recreation Department <br /> <br />The Cabarrus County Parks and Recreation Department does not have a <br />written policy or procedures for the naming of parks and recreation <br />facili ties. The purpose of the proposed policy is to establish standard <br />procedures and guidelines for the official naming of public parklands and <br />facili ties owned and/or operated by Cabarrus County. The proposed policy <br />also provides criteria for citizen input into the process of naming public <br />park facilities. <br /> <br />UPON MOTION of Commissioner Carpenter, <br />and unanimously carried, the Board approved <br />Policy and Procedures as set forth below: <br /> <br />seconded by Vice Chairman Juba <br />the Parks and Recreation Naming <br /> <br />Cabarrus County Policy and Procedures <br />For <br />Naming Parks and Recreation Facilities <br /> <br />I. General Policy <br /> <br />1. The Cabarrus County Parks and Recreation Commission shall be responsible <br />for the process of advertising, receiving, evaluating and recommending <br />names for public parks and recreation areas and facilities to the <br />Cabarrus County Board of Commissioners. <br /> <br />2. The Cabarrus County Parks and Recreation Commission recommendations shall <br />be sent to the Cabarrus County Manager for county staff review and <br />referral to Cabarrus County Board of Commissioners. <br /> <br />3. Final decisions regarding the naming of Cabarrus County parks and <br />recreation system areas and facilities shall be made by Cabarrus County <br />Board of Commissioners. <br /> <br />4. The Cabarrus County Parks and Recreation Commission will accept <br />recommendations from any Cabarrus County citizen, groups of citizens or <br />organizations desiring to recommend a name for a park, recreation area or <br />facility in honor of a person or in recognition of a historical event, <br />ecological relationship, geographic location, organization, thing, etc. <br />Applications or petitions to honor a person or persons will be considered <br />only when the individual (s) has made exceptional contributions in the <br />following way(s): a) money; b) land; or c) other goods and/or services. <br /> <br />5. To consider naming a maj or new park or facility for an individual or <br />organization based on monetary contributions, the threshold shall be the <br />donation of 50 percent or more of the developmental costs. <br /> <br />6. Living individuals, including retired or retiring employees, may be <br /> considered for recreation areas or facilities naming honors if the <br /> caliber and magnitude of their service and/or contributions can be <br /> substantiated as having been exceptional. <br /> <br />7. Only under extraordinary circumstances will the Cabarrus County Parks and <br />Recreation Commission consider recommending naming anything wi thin the <br />
