Watts, Planner, presented a Consent Agreement for the Bridge <br />Pointe Subdivision Phase 6. She reported the subdivision, developed by <br />Orleans Homebuilders, was approved by the Town of Harrisburg Planning and <br />Zoning Board on May 16, 2006, and consists of 45 single family residential <br />homes on approximately 33 acres located on Robinson Church Road. He said these elementary schools will provide relief for the <br />Harrisburg Elementary School and that funding for the two elementary schools <br />has not been identified. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Chairman Carruth, with <br />Chairman Carruth, Vice Chairman Juba and Commissioner Carpenter voting for <br />and Commissioner Freeman voting against, the Board approved the Consent <br />Agreement between Cabarrus County and Orleans Homebuilders for the Bridge <br />Pointe Subdivision Phase 6, including the payment of $4,034.00 per lot to <br />advance school adequacy and a build out schedule of 45 lots platted in 2007. <br />Further, the Board authorized the County Manager to execute the agreement on <br />behalf of Cabarrus County. <br /> <br />(E-4) Consent Agreement <br /> <br />Fullerton Place Subdivision <br /> <br />Kassie G. Watts, Planner, presented a Consent Agreement for the <br />Fullerton Place Subdivision. She reported the subdivision, developed by <br />Lennar Carolinas, LLC, was approved by the Concord Planning and Zoning Board <br />on December 15, 2005, and consists of 201 single family residential homes on <br />approximately 67 acres located on Poplar Tent Road. She said the Consent <br />Agreement provides for the advancement of adequacy at $4,034.00 per lot that <br />will be due at final platting. <br /> <br />At its July 10 meeting, the Board asked staff to work with the <br />developer on an alternate phasing schedule. As a result, Ms. Watts presented <br />the following revised build out schedule: 50 lots platted in 2007; 76 lots <br />platted in 2008; and 75 lots platted in 2009. <br /> <br />There was a brief discussion on additional seats created by the <br />completion of the W.R. Odell Elementary School in 2007 and the need for a new <br />elementary, middle and high school as identified in the 15 Year Facility <br />Plan. <br /> <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Freeman and <br />unanimously carried, the Board approved the Consent Agreement between <br />Cabarrus County and Lennar Carolinas, LLC, for the Fullerton Place <br />Subdi vision, including the payment of $4,034.00 per lot to advance school <br />adequacy and a build out schedule of 50 lots platted in 2007; 76 lots platted <br />in 2008 and 75 lots platted in 2009. Watts, Planner, presented a Consent Agreement for the Quail <br />Haven Subdivision. She reported the subdivision, developed by Danny G. Bost, <br />LLC, was approved by the Concord Planning and Zoning Board on April 18, 2006, <br />and consists of 551 single family residential homes on approximately 275.6 <br />acres located on Odell School Road.
