Carruth, Chairman <br />Board of Commissioners <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board authorized nunc pro tunc the letter of <br />support for the Community-Based Job Training Grant proposal submitted by <br />Rowan-Cabarrus Community College. <br /> <br />(G) NEW BUSINESS <br /> <br />Chairman Carruth requested Item G-4 <br />Public Hearing to be Held on September 5, <br />Business. <br /> <br />(Proposed Rules/Procedures for the <br />2006) be considered first under New <br /> <br />(G-4) Proposed Rules/Procedures for the Public Hearing to be Held on <br />September 5, 2006 <br /> <br />Chairman Carruth reported he has been approached by several residents <br />of the Odell community regarding the public comment period for the hearing <br />scheduled on September 5, 2006 regarding Petition C2006-06 (R) submitted by <br />Wayne Brothers, Inc., et al. Each side will then have 10 minutes for rebuttal, with the <br />applicant/proponents going first. Again, questions directed to each <br />speaker will not count against the time limit. This will conclude the <br />public hearing portion of the meeting and the Board will proceed to <br />deliberation. <br /> <br />5. Each side is strongly encouraged to use a spokesperson to present the <br />positions commonly held by each. Each side is also strongly encouraged <br />to organize their speakers and presentations to ensure that all persons <br />wanting to speak will have time to do so. <br /> <br />6. If a speaker has questions of a person on the other side, such <br />questions shall be addressed to the Board members to be redirected to <br />the person to be asked. There will be no direct questioning of one <br />speaker by another except through the Board. <br /> <br />7. Public demonstrations of support for a speaker's comments should be <br />limited to clapping. Any other type of audible support shall be out of <br />order and subj ect to the offender to being removed from the building. <br />Anyone speaking out of order shall likewise be subject to removal. <br /> <br />8. <br /> <br />These rules are designed <br />orderly and expeditious <br />presentations. <br /> <br />to have <br />and <br /> <br />a full <br />avoids <br /> <br />and fair hearing that is <br />unnecessarily repetitious <br /> <br />Richard Koch, County Attorney, stated these are the rules that were <br />used by the Cabarrus County Planning and Zoning Commission when the case was <br />originally heard, with the exception of the separate 10 minute rebuttal <br />period. He said the separate rebuttal period was added at the request of the <br />opponents and that no input from the applicant or the proponents was <br />recei ved. He also said some of the rules were derived from the City of <br />Concord's consideration of the Conditional Use Permit for the Sheriff's <br />
