<br />August 21, 2006 (Regular Meeting) <br /> <br />Page 72 <br /> <br />Cabarrus County <br />$100,000.00 for <br />contract. <br /> <br />and the <br />FY 2007 <br /> <br />Cabarrus Community <br />and authorized the <br /> <br />Care <br />County <br /> <br />Plan in <br />Manager <br /> <br />the <br />to <br /> <br />amount <br /> <br />execute <br /> <br />of <br />the <br /> <br />(F-24) Sheriff's Office and Detention Center <br />Waterline on Corban Avenue <br /> <br />Construction of 16-Inch <br /> <br />Item F-24 was removed from the Agenda. <br /> <br />(F-25) Industrial Development Grant Request Old Charlotte Centre <br />Scheduling a Public Hearing on September 11, 2006 at 5:30 p.m. <br /> <br />Old Charlotte Centre, a cabinet distribution company, currently <br />operates in Cabarrus County and is requesting an incentive grant at 85 <br />percent to expand its business. The total projected investment is <br />$1,610,000.00 ($610,000.00 in real estate and $1 million in equipment). <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board scheduled a public hearing on the <br />incentive grant request by Old Charlotte Centre at 5:30 p.m. on September 11, <br />2006. <br /> <br />(F-26) Rowan-Cabarrus Community College (RCCC) - Letter of Support for the <br />Community-Based Job Training Grant Proposal <br /> <br />RCCC is applying for a federal grant to support the new referral center <br />that is being set up in downtown Kannapolis. The grant will provide tuition <br />support to dislocated workers seeking retraining to prepare for jobs created <br />from the N. C. Research Campus proj ect. Financial support for the center as <br />well as renovations to the Cabarrus Business and Technology Center was <br />included in the FY 2006-07 Cabarrus County Budget. The grant application is <br />due August 22 and the letter was provided to RCCC on August 21. The letter <br />is as follows: <br /> <br />August 17, 2006 <br /> <br />Dr. Richard L. <br />Rowan-Cabarrus <br />PO Box 1595 <br />Salisbury, NC <br /> <br />Brownell <br />Community College <br /> <br />28145-1595 <br /> <br />Dear Dr. Brownell: <br /> <br />The Cabarrus County Board of Commissioners is pleased to support <br />the Community-Based Job Training Grant proposal submitted by <br />Rowan-Cabarrus Community College to provide tuition support to <br />dislocated workers seeking retraining to prepare for emerging <br />jobs created from the North Carolina Research Campus proj ect. <br />Our Board has approved an annual funding allocation in the amount <br />of $11,200.00 to support utilities and operating costs for the <br />Three R Center in downtown Kannapolis. <br /> <br />The availability of career services and counseling to dislocated <br />workers is critical to connecting our local citizens with the <br />jobs of the future. In 2003, at the time of the Pillowtex <br />closure, there were no identifiable career opportunities for the <br />3900+ residents of Rowan and Cabarrus counties who lost their <br />jobs. The North Carolina Research Campus offers the real <br />possibility of careers with viable wages and benefits, but our <br />ci tizens need to be prepared to compete for these jobs. The <br />Career Center will provide a valuable resource to ensuring the <br />connectivity for local residents to the anticipated 30,000 <br />infrastructure jobs that are projected over the span of this <br />development. <br /> <br />The Cabarrus County Commission also allotted $3,500.00 for <br />renovations to the Cabarrus Business and Technology Center to <br />retrofit the facility to accommodate the installation of <br />equipment in the BioWork laboratory. This training program will <br />generate potential employees for bio-manufacturing/bio-processing <br />jobs.
