<br />September 5, 2006 (Recessed Meeting) <br /> <br />Page 78 <br /> <br />Susie Zakraisek, Planning and Zoning Manager, reported a conditional <br />district rezoning is being considered which requires the applicant to submit <br />a site plan, a list of uses permitted on the site and architectural drawings <br />that provides a complete overview of the project. She also reported a <br />conditional district rezoning requires one legislative vote, a consistency <br />statement and conditions may be added to the application if both parties <br />agree. <br /> <br />Staff Report <br /> <br />Ms. Zakraisek reviewed the following <br />C2006-06 (R) submitted by Wayne Brothers Inc., <br />Columbus Street, Davidson, N.C. 28036. <br /> <br />staff report for Petition <br />et aI, c/o Keith Wayne, <br /> <br />No. <br />8819 <br /> <br />Existing Zoning: A/O - Agriculture/Open Space & O/I - Office/Institutional <br />Proposed Zoning: GC-CD - General Commercial Conditional District & MDR-CD - <br />Medium Density Residential Conditional District <br /> <br />Purpose: The applicant is seeking a rezoning for the relocation and <br />expansion of the Wayne Brothers corporate headquarters and operations center. <br />In addition, the applicant is seeking approval of a mixed use proj ect that <br />will surround the corporate headquarters. <br /> <br />Property Location: The project fronts on Mooresville Highway, Davidson Road, <br />Sudbury Road and Odell School Road. <br /> <br />PIN: 4673-66-0905, 4673-56-6269, 4673-56-4277, 4673-47-9022 <br /> <br />Area: +/- 61.58 Acres to GC-CD and +/- 18.46 Acres to MDR-CD <br /> <br />Si te Description: The <br />residential and recreational <br /> <br />subj ect property currently <br />(existing ball field) uses. <br /> <br />includes <br /> <br />vacant, <br /> <br />Area Relationships: The subj ect property has a unique shape and includes <br />frontages on multiple roads. The subject property is adjacent to both <br />Agricultural/Open Space (A/O) and Office/Institutional (O/I) zoning <br />designations. The subject property abuts Mooresville Highway, Davidson Road, <br />Sudbury Road and Odell School Road. Properties located across the road from <br />the subject property to the north, south and west are zoned A/O with <br />residential, agricultural and commercial uses present. Comments received regarding proposal (proponents and opponents) <br /> <br />Purpose Statements General Commercial Zoning District (GC): The primary <br />purpose of the General Commercial (GC) zone is to provide locations for large <br />scale commercial activities. This level of commercial activity usually draws <br />clientele regionally, as well as from nearby neighborhoods, requires siting <br />on major thoroughfares, and requires relatively large-scale off street <br />parking. The zone will accommodate a wide variety of office, retail, and <br />lodging land uses. General Commercial may border the other less intense <br />commercial zones or either of the two industrial zones. A General Commercial <br />zone may border a higher density residential zone but care should be taken to <br />assure a buffer between the two. <br /> <br />Rationale: This district is intended to provide the principal location for <br />large scale commercial development in Cabarrus County. <br /> <br />Medium Density Residential Zoning District (MDR): The Medium Density <br />Residential (MDR) district is intended to permit development with a <br />moderately high density community character. This district allows open space <br />and amenity subdivisions. Residential development options for this zone <br />include a variety of housing types, including townhouses. These zones are <br />located where public utilities either are available or are envisioned <br />available within the next ten years. <br />
