In the case of subdivisions, she said it may take 5 -7 years before <br />the proj ect is built out and the same is true for commercial proj ects as <br />well. <br /> <br />Commissioner Carpenter pointed out that area of the County is "dry" and <br />said a grocery store will not come to that area. <br /> <br />Ms. Zakraisek reminded the Board that any project would need utilities. <br /> <br />There was a brief discussion on utility issues. <br /> <br />Chairman Carruth asked if there was a motion to approve the rezoning <br />exactly the way it is now. There was no response from Board members. <br /> <br />Chairman Carruth asked if there was a motion to deny the rezoning <br />request. <br /> <br />Commissioner Privette made a motion to deny Rezoning Petition 2006- <br />06(R-CD) submitted by Wayne Brothers, Inc. et al. <br /> <br />Commissioner Carpenter seconded the motion. <br /> <br />Commissioner Privette listed the following reasons for rej ecting the <br />rezoning proposal: <br /> <br />(1) Would begin the erosion of the established agriculture districts <br />in the area; <br />(2) No commitment from a municipality to furnish utili ties to the <br />site, and in order to meet the County's standards, there must be <br />utilities; <br />(3) No deeded right-of-way for highway improvements; <br />(4) No type of anchor store committed to locate on this property if <br />proper zoning is approved; <br />(5) Not enough property to meet the future growth of the company; and <br />(6) Current Land Use Plan does not justify the rezoning at this time. <br /> <br />Chairman Carruth stated he believes there is a way to make this <br />rezoning work and that he cannot out-right rej ect the rezoning application. <br />He said he is not anxious to see the rural nature of Coddle Creek change <br />because the area is so gorgeous. Al though he has only lived in Cabarrus <br />County for 11 years, he said his ancestors settled in Coddle Creek and the <br />Northwest area will, over time, become a hub of activity for that community. <br />He also briefly commented on the incorporation of the Odell community and a <br />need for an official meeting place. He said Mr. Wayne has been involved in <br />economic development and a community leader for many years. He said it would <br />be better to have Mr. Wayne as a partner in this proj ect than someone from <br />out-of-state. He said there are utility issues and that he has discussed <br />those with Mr. Wayne. If the County installed a sanitary sewer line to this <br />property, he said it would cause more pressure for residential development. <br />He also said he is concerned about the traffic issues and that NCDOT does not <br />gi ve the County enough money for road improvements. Finally, he said he <br />cannot support the motion to out-right rej ect the application and suggested <br />the Board continue to discuss the project. <br /> <br />Commissioner Carpenter stated she has a problem with the cost of <br />utilities and the provision of utilities. She commented on the high cost of <br />land in the Northwest area and reported School Board members would like to <br />have a high school in that area. She said it was her understanding that <br />there was discussion with Mr. Wayne about providing an elementary school, but <br />a high school will be needed before an elementary school.
