<br />September 5, 2006 (Recessed Meeting) <br /> <br />Page 98 <br /> <br />the property is already zoned for a school and would be a less expensive <br />proposi tion for the County to purchase this land. She commented on the <br />traffic problems in the area; and as the County's representative of the <br />Metropolitan Planning Organization - Transportation Advisory Committee, she <br />reported there are no funds available at this time for road improvements. <br />Further, she commented on unsafe road conditions of narrow roads and that <br />road improvements are needed before development should occur. <br /> <br />Chairman Carruth commented on possibility of phasing certain aspects of <br />the project to make it palatable. <br /> <br />Vice Chairman Juba stated she visited Mr. Wayne's business, asked <br />questions, met a lot of his employees and has a general understanding of how <br />the operation works. As a business person, she said she understands the <br />need, desire and purpose for Mr. Wayne to grow his business. She stated she <br />is torn over this petition because she understands where Mr. Wayne is coming <br />from, understands the need to employ a large amount of people and provide a <br />livelihood for local citizens in the County. By the same token, she said if <br />she looks at the current AO and OI zoning, she believes that what is being <br />proposed is contradictory to the purpose and intent of the zoning voted on in <br />2005. She said she wished there is a way to work out this situation with a <br />compromise. She said Chairman Carruth made a profound statement earlier in <br />the meeting that someone will walk away tonight not happy. She said she <br />would like to see what the Board could do to allow Mr. Wayne to grow his <br />business and relocate while protecting the purpose and intent of why the <br />Board zoned that area the way it is. She said she did not know if that \vas <br />possible. She reiterated that she is torn, understands Mr. Wayne's needs, <br />understands how the residents feel, what the residents are trying to preserve <br />and she understands the purpose and intent and rationale for why the Board <br />voted for the rezoning in 2005. At the same time, she said Mr. Wayne is a <br />good corporate leader in our community and he is trying to do the right thing <br />by this company and his employees. <br /> <br />Commissioner Freeman reported 300 people move to Northwest Cabarrus <br />County per week and it is one of the fastest growing regions in the United <br />States. He said he has lived here most of his life and has noticed some <br />change - good change. After graduating from high school, he said he moved <br />away because there was no opportunity and no growth. In the early 70's, he <br />said there was fields of cotton growing six blocks from the Governmental <br />Center and that he likes open space just like everyone else because his <br />grandfathers were farmers. He also reported the proposed interstate exits <br />off 1-77 for the North Carolina Research Campus which will bring more growth <br />to Cabarrus County. He said some people like growth, some do not and this <br />County is growing by leaps and bounds. He said there are other counties in <br />North Carolina that have declining populations and he would much rather live <br />in a growing county. <br /> <br />VOTE: Motion passed with Commissioners Privette and Carpenter and Vice <br />Chairman Juba voting for and Chairman Carruth and Commissioner Freeman voting <br />against. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette, <br />and unanimously carried, the Board approved the following consistency <br />statement related to the denial of Petition C2006-06 (R) by Wayne Brothers <br />Inc., et al: (1) The rezoning would be inconsistent with the Land Use plan; <br />(2) The rezoning is not reasonable; and (3) The rezoning is not in the public <br />interest. <br /> <br />Recess of Meeting <br /> <br />With no other business to come before the Board, Chairman Carruth <br />recessed the meeting at 11:02 p.m. until September 11, 2006, at 3:30 p.m. in <br />the Multipurpose Room at the Governmental Center. <br /> <br />~~ <br />Cler to he ~ <br />
