In such case, the <br />taxpayers of this County support the children whose parents fail to meet this <br />responsibility; and <br />WHEREAS, many concerned and dedicated judges, district attorneys, <br />clerks of court, sheriffs' personnel and child support professionals work to <br />provide this service to Cabarrus County's children. our future; <br />NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners does hereby proclaim the month of September, 2006 as <br />CHILD SUPPORT AWARENESS MONTH IN CABARRUS COUNTY <br />and urges all parents who are currently under court order to regularly <br />pay their child support. <br />This the 11th day of September, 2006. <br />/s/ Robert W. Bonds, Clerk to the Board <br />Closed Session <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board moved to go into Closed Session to <br />consider a personnel matter(s) as authorized by N.C. General Statute 143- <br />318.11(a)(6) and to excuse the Clerk and Deputy Clerk from the Closed <br />Session. <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Carpenter <br />and unanimously carried, the Board moved to come out of Closed Session. <br />General Comments <br />John Day announced a workshop on school design and construction, <br />sponsored by the Charlotte Chapter of the American Institute of Architects, <br />will be held on September 13, 2006 from 8:00 a.m. until 1:30 p.m. at the <br />Charlotte Convention Center. He asked Board members interested in attending <br />the workshop to notify the Deputy Clerk right away. <br />Chairman Carruth commented on a Blue Ribbon Commission formed in Wake <br />County. He said this group is comprised of 65 people and provides advice to <br />their Board on infrastructure needs and costs through 2025. <br />(D-1) Industrial Development Incentive Grant - Old Charlotte Centre - Public <br />Hearing - 5:30 p.m. <br />Ryan McDaniels, Director of Cabarrus Economic Development Corporation <br />(EDC), presented a request by Old Charlotte Centre for an incentive grant <br />pursuant to the Industrial Development Incentive Grant program guidelines as <br />amended on July 10, 2006. He reported Old Charlotte Centre has the former <br />Mastercraft Building, a.k.a. Joan Fabrics building, located at 611 Old <br />Charlotte Road, under contract. The company proposes to include a kitchen <br />cabinet assembly company (Aya Kitchens) along with office and flex space <br />within the building. He reported the building has some unique aspects and <br />the company wants to revitalize the building to create a mixed-use capacity <br />within the building. He said a total of $1.6 million will be invested which <br />qualifies Old Charlotte Centre for a three-year incentive grant at 85 <br />percent. Each year of the grant, he said the company would pay approximately <br />$10,143.00 in taxes, receive a rebate of approximately $8,621.55, with the <br />County netting approximately $1,521.45. He reported the Mastercraft Building <br />has been on the market for approximately five years and he has personally <br />shown this building at least 15 - 20 times. <br />Mr. McDaniels responded to a variety of questions including the <br />proposed building uses, location of current kitchen cabinet assembly <br />facility, number of employees to be hired, cost effectiveness of assembly <br />facilities, etc. <br />
