September I1, 2006 (Work Session/Recessed Meeting) Page 103 <br />of total points awarded to SMG, he said SMG qualifies for an incentive of <br />$21,613.00. <br />Frank Lapsley, Arena and Events Manager, reported the threshold for the <br />incentive was $1.035 million of the total gross revenue and the Arena's total <br />gross revenue for this year was $1.299 million. He reported the incentive <br />clause stipulates SMG is to receive an incentive of 15 percent of all revenue <br />in excess of $1.035 million until it reaches 75 percent of the base fee. <br />There was a brief discussion on whether or not the Arena is making <br />money. <br />Chairman Carruth stated the Arena staff is doing an excellent job and <br />he sees a difference. He also mentioned the arrival of the new football <br />team. <br />There was a general discussion on proposed names for the football team <br />mascot, the lack of popular concerts, the strategy for obtaining larger <br />bookings and the Arena's main competitors. <br />Mr. Downs reported the food and beverage contract made a profit this <br />year. He hopes the Arena will be able to buy more additional equipment such <br />as dishes and silverware. <br />There was a brief discussion on providing outside catering services. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the Payment of Incentives <br />to SMG for FY 2006 and the related budget amendment on the September 25, 2006 <br />Agenda as a Consent item. <br />Write Off of 1996 Real and Personal Outstanding Taxes for Cabarrus County and <br />City of Kannapolis <br />John Day, County Manager, asked Brent Weisner, Tax Administrator, to <br />explain how the process works of writing off real and personal taxes. He <br />said the 1996 write-off includes 386 records and totals $57,948.00. <br />Brent Weisner, Tax Administrator, reported the taxes are mainly <br />personal property and are uncollectible due to companies going out of <br />business or people moving out of the County or State. <br />There was a brief discussion on foreclosures and why liens are not used <br />to collect personal property. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the Write Off of <br />1996 Real and Personal Outstanding Taxes for Cabarrus County and the City of <br />Kannapolis on the September 25, 2006 Agenda as a Consent item. <br />Additional Items for Agenda <br />John Day, County Manager, presented a list of additional items that <br />will be placed on the September consent agenda. <br />Chairman Carruth asked Board members to review the list. <br />(C-1) Proclamation for Child Support Public Awareness Month - September 2006 <br />John Day, County Manager, asked the Board to consider adopting a <br />proclamation declaring September as "Child Support Awareness Month in <br />Cabarrus County" since the regular meeting is at the end of the month. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board adopted the following proclamation: <br />Cabarrus County <br />Board of Commissioners <br />Child Support Awareness Month in Cabarrus County <br />WHEREAS, the welfare of our children is the most important <br />responsibility we have as parents.
