The <br />second amendment she said appropriates $25,621.00 of fund balance into a <br />special projects multi-year fund for minor ADA (Americans with Disabilities <br />Act) repairs at voting sites. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter <br />and unanimously carried, the Board voted to place the Budget Amendments for <br />the Board of Elections (Voting Equipment and Software and ADA Projects) on <br />the September 25, 2006 Agenda as a Consent item. <br />$98 Million School Bond Construction Fund - Budget Amendment <br />Loretta Lee, Budget and Evaluation Manager, presented a budget <br />amendment totaling $125,000.00 for the School Bond Construction Fund. She <br />reported several line items are over budget because the construction <br />estimates were inaccurate. She said this amendment will move contingency <br />funds into the construction line items, but the total project budget will not <br />increase. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the budget <br />amendment for the $98 Million School Bond Construction Fund on the September <br />25, 2006 Agenda as a Consent item. <br />Ongoing Projects - Budget Amendment <br />Loretta Lee, Budget and Evaluation Manager, presented a budget <br />amendment totaling $1,264,133.00 for ongoing projects and grants from FY <br />2006. The ongoing projects and were as follows: (1) General Fund - <br />$1,264,133.00 (fund balance); (2) Grant Revenues - $297,356.00 (grant revenue <br />anticipated to be received once services are provided i.e., Sheriff's <br />Department Governor's Highway Safety Program); (3) Solid Waste Fund - <br />$512,528.00 (fund balance for expansion of C&D landfill); and (4) Arena and <br />Events Center Fund - $44,290.00 (fund balance for building improvements not <br />completed in FY 2006). <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board voted to place the budget amendment for <br />Ongoing Projects from FY 2006 on the September 25, 2006 Agenda as Consent <br />item. <br />Cabarrus County Schools - Special Olympics Cost of Living Increase and Budget <br />Amendment <br />Mike Downs, Deputy County Manager, reported the Board approved <br />$43,408.00 in the FY 07 budget to fund a full-time Special Olympics <br />Coordinator. He reported the school system did not submit a cost of living <br />increase for this position, which is typically between five and eight <br />percent. He suggested the position receive a three percent cost of living <br />increase totaling $1,138.00, which is in line with what County employees <br />received. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the request for a <br />cost of living increase for the Special Olympics Coordinator and related <br />budget amendment on the September 25, 2006 Agenda as a Consent item. <br />Cabarrus Arena & Events Center - Payment of Incentives to SMG for FY 2006 and <br />Related Budget Amendment <br />Mike Downs, Deputy County Manager, reported Section 4 of the County's <br />contract with SMG provides for a quantitative and qualitative incentive to <br />SMG if certain performance benchmarks are met. Based on SMG's performance in <br />FY 2006, he said the management company qualifies for incentives in both <br />management and food and beverage services. He said SMG has had a very <br />successful year and he is excited about the operations, the increase in event <br />days and the amount and variety of events. However, he pointed out the Arena <br />is lacking in providing larger concerts, but that is due market conditions. <br />By meeting the revenue projections set by the County, he said SMG qualifies <br />for a quantitative incentive of $39,660.00. According to the Qualitative <br />Incentive Survey for FY 06, he reported SMG scored 91 out of a possible 100 <br />points in the subject performance areas of customer service, maintenance and <br />operations, and overall management. He said the survey was submitted to <br />customers and managers and included an inspection of buildings, security and <br />safety aspects. Based on the maximum qualitative incentive and the percentage <br />
