September 11, 2006 (Work Session/Recessed Meeting) <br />Page 101 <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the Consent <br />Agreement for Sapphire Hills Townhome Subdivision on the September 25, 2006 <br />Agenda as a New Business item. <br />Commissioner Carpenter asked if the school adequacy fees are listed on <br />the subdivision lot inventory sheet provided by Ms. Watts. <br />Ms. Watts reported this information is compiled on another spreadsheet <br />and will be forwarded to the Commissioners. <br />On a separate note and at the request of Chairman Carruth, Jonathan <br />Marshall, the Commerce Director, reviewed the process and requirements for a <br />petitioner to re-file a rezoning petition. <br />Transfer of Consumer-Directed Services Expense Funds to Purchased Services <br />Account for Provision of Fiscal Intermediary Services <br />Pam Dubois, Deputy County Manager, presented information on a new pilot <br />program called the Consumer-Directed Services program that is funded by the <br />Home and Community Care Block Grant (HCCBG) through the Department of Aging <br />(DOA). She reported DOA clients have personal attendants who help the client <br />remain in their home by providing domestic services, i.e., grocery shopping <br />and housekeeping. She said this program allows the client to have better use <br />of the funding and more discretion over the services they receive. The <br />largest obstacle, she said has been finding a fiscal intermediary (payroll <br />agent) who would, on behalf of the client, provide cost effective payroll <br />services. Based on information provided by Mike Murphy, Aging Director, she <br />reported other payroll agencies charge up to $35.00 per client for payroll <br />services. These high administrative costs, she said reduces the amount of <br />funding for services for the client in their homes. Under Section 3504 of <br />the I.R.S. regulations, she said Cabarrus County has the option to provide <br />payroll services for the clients through an agreement between the Finance <br />Department and the client. She reported the client would sign a two-page <br />agreement explaining Cabarrus County is only the payroll agent and the <br />individuals hired to provide domestic services are not employees of Cabarrus <br />County. She further reported the County has worked with the workers <br />compensation and liability insurance consultants to insure there are no <br />consequences for the County should something happen in the home between the <br />client and employee. Finally, she reported Richard Koch, County Attorney, <br />will review all the documentation prior to Board approval of the program. <br />Vice Chairman Juba asked if there were guidelines for the client or <br />their family to follow in hiring assistants. <br />Ms. Dubois reported she did not know, but would ask Mr. Murphy to <br />attend the next Board meeting to elaborate more on the program. <br />John Day, County Manager, said the idea behind this program is to allow <br />the client to hire someone to help them maintain their household and the <br />State has been enthusiastic about this program because it gives clients the <br />ability to choose who works for them. He reiterated this program is not for <br />medical services, but domestic services. <br />Commissioner Carpenter made a motion to place the Transfer of Consumer- <br />Directed Services Expense Funds to Purchased Services Account for Provision <br />of Fiscal Intermediary Services on the September 25, 2006 Agenda as New <br />Business item. <br />Commissioner Privette seconded the motion. <br />Chairman Carruth asked how many clients are in the program and if it <br />will be a problem for the Finance Department to handle the extra payroll. <br />Ms. Dubois reported a Department of Aging employee will enter the <br />information into the payroll software and there are approximately 15 clients. <br />The motion unanimously passed. <br />Board of Elections - Budget Amendment (Votin Equipment and Software) (ADA <br />Projects) <br />Loretta Lee, Budget and Evaluation Manager, reported the Board of <br />Elections has two budget amendments for consideration.
