<br />Commissioner Privette stated costs over the guaranteed maximum price of
<br />$16 million should be absorbed by Turner Construction. He also stated his
<br />intent to vote against the motion.
<br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Carpenter
<br />with Chairman Carruth, Vice Chairman Juba and Commissioners Carpenter and
<br />Freeman voting for and Commissioner Privette voting against, the Board
<br />approved Change Order No. COR-013 PCO 31 in the amount of $60,917.79 for
<br />Turner Construction and adopted the following budget amendment:

<br />Commissioner Carpenter thanked the County Manager for distributing a
<br />copy of the Clarifications and Assumptions for Amendment No. 1 and commented
<br />on identifying the responsible party for certain aspects of the scope of the
<br />project.
<br />There was a brief discussion on compiling this information in one
<br />place, using a flow cart to identify which party is responsible for certain
<br />items with the scope of the project, and educating the new Board members on
<br />this project.
<br />Funding for School Property Purchase Option and Architect Fees for a New High
<br />School
<br />Pam Dubois, Deputy County Manager, presented a request from Cabarrus
<br />County Schools (CCS) for $600,000.00 in funding ($100,000.00 - land option
<br />and $500,000.00 - architectural design fees) to "fast track" a new high
<br />school due to extensive growth. In one month's calculation, she reported CCS
<br />had an additional 673 students above the state projection and the school
<br />system continues to enroll students. She said CCS wants to have the high
<br />school open in FY 2009, but the County's 5-year Plan shows the debt service
<br />not being paid until 2009. She further reported on contacting the Local
<br />Government Commission (LGC) in reference to borrowing the money for the high
<br />school and paying the debt service in 2009 as planned. She said the LGC has
<br />granted the County preliminary approval depending on what other projects are
<br />included in the debt issue.
<br />Commissioner Privette made a motion to place the funding request on the
<br />October 31, 2006 Agenda as a Consent Item.
<br />Commissioner Carpenter seconded the motion.
<br />There was a lengthy discussion regarding lottery proceeds, future
<br />school construction, land options, increasing land costs in the Northwest
<br />area, how to pay for new schools, etc.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner
<br />Carpenter and unanimously carried, the Board voted to place the Funding for
<br />School Property Purchase Option and Architect Fees for a New High School on
<br />the October 30, 2006 Agenda as a Consent Item.
