October 30, 2006 (Regular Meeting) The Board of Commissioners for the County session in the Commissioners' Meeting Room Governmental Center in Concord, North Carolina o at 6:30 p.m. Page 135 of Cabarrus met in regular at the Cabarrus County n Monday, October 30, 2006, Present - Chairman: Robert W. Carruth Vice Chairman: Joni D. Juba Commissioners: Carolyn B. Carpenter Robert M. Freeman Coy C. Privette Also present were John D. Day, County Manager; Richard M. Koch, County Attorney; Kay Honeycutt, Clerk to the Board; and Amy Griffith, Deputy Clerk to the Board. Chairman Carruth called the meeting to order at 6:30 p.m. Cadette Troop 2083 of Center United Methodist Church conducted the Flag Ceremony. Scouts participating in the ceremony were: Amy Goggin, Michaella Neal, Anna Truax, Mandy Kluttz and Alison Criscoe. Commissioner Robert Freeman gave the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Privette and unanimously carried, the 10, 2006 (Special Meeting), August 14, 19, 2006 (Recessed Meeting) as written. Carpenter, seconded by Commissioner Board approved the minutes of August 2006 (Agenda Work Session), and August (B) APPROVAL OF THE AGENDA UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board approved the Agenda with the following additions: Recognition and Presentation Item C-2 - Recognition of Matthew J. Kinane, Soil & Water Conservation District, for His Service as District Conservationist; New Business Item G-5 - Industrial Development Incentive Grant - Shoe Show, Inc./Trinity of Cabarrus, LP - Public Hearing; Reports Item I-2 - Chairman's Report to the County and Item L-1 - Closed Session to Discuss a Personnel Matter(s) as Authorized by N.C. General Statute 193-318.11(a)(6) and to Consult with the Attorney to Preserve the Attorney-Client Privilege and Discuss Pending or Threatened Litigation as Authorized by NCGS 193-318.11(a)(3). (C) RECOGNITIONS AND PRESENTATIONS (C-1) Recognize Lt. David W. Griffin on his Retirement from the Cabarrus County Sheriff's Office Sheriff Brad Riley recognized Lt. Griffin who is retiring after 28.5 years of service. Sheriff Riley reported Lt. Griffin has worked in the patrol division, the civil division and criminal investigations. During his career, he also volunteered in the DARE and Fatal Vision programs and served as a liaison for Concord Motorsports Park. His employment with the County began May 1, 1978. On behalf of the Board, Commissioner Carpenter presented Lt. Griffin with a retirement plaque in appreciation for his 28.5 years of service to Cabarrus County. Lt. Griffin accepted the plaque and thanked the Board for the recognition. (C-2) Recognition of Matthew J. Kinane, Soil 6 Water Conservation District, for His Service as District Conservationist Ned Hudson, Chairman of the Cabarrus Soil and Water Conservation District, along with Louis Suther and Dennis Testerman recognized Matt Kinane for his 12.5 years of service as District Conservationist. Mr. Hudson presented Mr. Kinane with a plaque in appreciation for outstanding service to Cabarrus County as District Conservationist from 1994 to 2006.
