October 30, 2006 (Regular Meeting) <br />The Board of Commissioners for the County <br />session in the Commissioners' Meeting Room <br />Governmental Center in Concord, North Carolina o <br />at 6:30 p.m. <br />Page 135 <br />of Cabarrus met in regular <br />at the Cabarrus County <br />n Monday, October 30, 2006, <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Kay Honeycutt, Clerk to the Board; and Amy Griffith, Deputy Clerk <br />to the Board. <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br />Cadette Troop 2083 of Center United Methodist Church conducted the Flag <br />Ceremony. Scouts participating in the ceremony were: Amy Goggin, Michaella <br />Neal, Anna Truax, Mandy Kluttz and Alison Criscoe. <br />Commissioner Robert Freeman gave the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner <br />Privette and unanimously carried, the <br />10, 2006 (Special Meeting), August 14, <br />19, 2006 (Recessed Meeting) as written. <br />Carpenter, seconded by Commissioner <br />Board approved the minutes of August <br />2006 (Agenda Work Session), and August <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the Agenda with the <br />following additions: Recognition and Presentation Item C-2 - Recognition of <br />Matthew J. Kinane, Soil & Water Conservation District, for His Service as <br />District Conservationist; New Business Item G-5 - Industrial Development <br />Incentive Grant - Shoe Show, Inc./Trinity of Cabarrus, LP - Public Hearing; <br />Reports Item I-2 - Chairman's Report to the County and Item L-1 - Closed <br />Session to Discuss a Personnel Matter(s) as Authorized by N.C. General <br />Statute 193-318.11(a)(6) and to Consult with the Attorney to Preserve the <br />Attorney-Client Privilege and Discuss Pending or Threatened Litigation as <br />Authorized by NCGS 193-318.11(a)(3). <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Recognize Lt. David W. Griffin on his Retirement from the Cabarrus <br />County Sheriff's Office <br />Sheriff Brad Riley recognized Lt. Griffin who is retiring after 28.5 <br />years of service. Sheriff Riley reported Lt. Griffin has worked in the <br />patrol division, the civil division and criminal investigations. During his <br />career, he also volunteered in the DARE and Fatal Vision programs and served <br />as a liaison for Concord Motorsports Park. His employment with the County <br />began May 1, 1978. <br />On behalf of the Board, Commissioner Carpenter presented Lt. Griffin <br />with a retirement plaque in appreciation for his 28.5 years of service to <br />Cabarrus County. <br />Lt. Griffin accepted the plaque and thanked the Board for the <br />recognition. <br />(C-2) Recognition of Matthew J. Kinane, Soil 6 Water Conservation District, <br />for His Service as District Conservationist <br />Ned Hudson, Chairman of the Cabarrus Soil and Water Conservation <br />District, along with Louis Suther and Dennis Testerman recognized Matt Kinane <br />for his 12.5 years of service as District Conservationist. <br />Mr. Hudson presented Mr. Kinane with a plaque in appreciation for <br />outstanding service to Cabarrus County as District Conservationist from 1994 <br />to 2006. <br />
