October 30, 2006 (Regular Meeting) Page 136 <br />Mr. Kinane accepted the plaque and' expressed his appreciation for the <br />recognition. <br />Recognition <br />Association c <br />. to the Nat <br />ttee <br />Chairman Carruth recognized Commissioner Privette for his appointment <br />to the National Association of County Commissioners Finance and Budget <br />Committee. <br />Condolenoea to the Family of Thelma Fraeze <br />Commissioner Carpenter extended condolences to the family of Thelma <br />Freeze and acknowledged her contributions to the aging population of Cabarrus <br />County. <br />(D) INFORMAL PUBLIC COM[9ENTS <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />6:52 p.m. He stated each speaker would be limited to three minutes. <br />Marvin Bost of Mt. Pleasant thanked everyone who was involved with the <br />production of this year's county fair. He commented on the cleanliness of <br />the facilities; stated the need for additional parking and asked to have the <br />retention pond at the Arena closed for safety reasons. By closing the <br />retention pond, he said the property could be better used. <br />Allison Kitfield of 192 Union Street North reported on attending the <br />American Planning Association's annual state conference. She said her <br />favorite session was on "Ethics in the Workplace". She listed five tests the <br />Planner used to retain or regain public trust. Further, she reported recent <br />actions taken and meetings held by the County concerning the demolition of <br />the old Tribune building, are contrary to ethical standards. She said the <br />National Association of Counties and the International Association of City <br />and County Managers have good examples of ethics codes and urged the Board to <br />adopt one and use it. <br />Harold Smith of 108 Edinburg Drive in Kannapolis commented on <br />challenges the County is currently facing, encouraged citizens to get <br />involved and commented on an impact study prepared by the City of Kannapolis <br />for the N.C. Research Campus. He said the community is not ready for this <br />type of growth. He concluded by endorsing Commissioner Privette in the <br />upcoming election. <br />Maggie Thrasher of 2962 Shiloh Church Road in Davidson thanked the <br />Board for the drug store that recently opened in the area. She asked if <br />there will be connector sidewalks from the drug store to the nearby <br />neighborhoods and if speed limit signs will be posted. She reported traffic <br />is very heavy coming .from Highway 73 and said the road needs to be repaired <br />where the waterline was installed. Finally, she questioned the installation <br />of a liquor store. <br />Jerry Williamson of 92 Marsh Avenue in Concord commented on following <br />topics: creation of an ethics committee, the Board's failure to do its job, <br />the proposed incentive grant for Shoe Show, the number of jobs to be created <br />by Shoe Show in Cabarrus County, and funding for school facilities. <br />With there being no on else present to address the Board, Chairman <br />Carruth closed that portion of the meeting at 7:07 p.m. <br />(E) OLD BUSINESS <br />(E-1) Construction Project Update - 9hariff's Office and Detention Center <br />Scott Milligan. with Turner Construction Company distributed aerial <br />photos of the Sheriff's Office and Detention Center project and provided an <br />update on the progress of the construction project. He reported <br />approximately 900 linear feet of concrete walls and foundations have been <br />installed, sheet piling has been installed to protect workers and surrounding <br />buildings and grading is on going. He further reported Turner has committed <br />to reopening the road by November 22; however, only half of tunnel will be <br />completed at that time. <br />Mr. Milligan responded to questions on the opening and closing of <br />Corban Avenue and the location of the tunnel. <br />
