October 30, 2006 (Regular Meeting) Page 137 <br />Commissioner Privette commented on the decision made by three Board <br />members to demolish the old Tribune building at the meeting on September 26, <br />2006, in Harrisburg; and that the demolition occurred before the bids were <br />received. <br />Chairman Carruth reported on the purpose of the recessed meeting; the <br />time and location of the meeting; those present at the meeting including <br />Board members, County staff, representatives from Turner Construction Co., <br />and the Media; Board members that were not present and why; a delay caused by <br />the lack of a quorum; information provided at the meeting; viable options; <br />the Board's decision to demolish the building; and the Board's directive to <br />the County Manager. <br />There was a lengthy discussion on the cost of Brunswick County's jail, <br />the Electronic House Arrest program, etc. <br />(F) CONSENT AGENDA <br />Commissioner Carpenter requested Consent Item F-15 (Funding for School <br />Property Purchase Option and Architect Fees for a New High School and <br />Related Budget Amendment) be removed for further discussion. <br />(F-1) Criminal Justice Partnership Program (CJPP) Contract for Services with <br />Carolina Addiction and Recovery Environment (CARE) for Intensive and Regular <br />Outpatient Substance Abuse Treatment Services <br />The State increased the funding for the Criminal Justice Partnership <br />Program (CJPP) by $9,059.00. A budget amendment was submitted and approved <br />at the September 25, 2006 Board of Commissioners meeting to reflect the <br />increase in funds. An amendment to the CJPP contract is needed to address <br />the reclassification from a satellite substance abuse center to a resource <br />center and the additional funding from the State. <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board approved an amendment to the <br />contract between Cabarrus County and Carolina Addiction and Recovery <br />Environment and authorized the County Manager to execute the amended <br />contract. <br />(F-2) Tax Refund and Release Report - September 2006 <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board approved the September 2006 <br />Release and Refund Report as submitted by J.
