November 6, 2006 (Work Session/Recessed Meeting) <br />Page 153 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session/Recessed Meeting in the Multipurpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 6, 2006, <br />at 3:30 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy P. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Kay Honeycutt, Clerk to the Board and Amy Griffith, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 3:39 p.m. <br />Health Centers <br />On behalf of the Cabarrus Community Health Centers, (CCHC) Inc., Jim <br />Cook, CCHC Board member, requested funding totaling $60,000.00 for <br />renovations at the McGill Medical Center. Based on the architect's cost <br />estimates to convert the former gymnasium into examination rooms, he reported <br />CCHC applied for and received a $250,000.00 grant from the Cannon Foundation. <br />However, the actual costs for this project have been determined to be <br />$310,000.00 or $60,000.00 more than CCHC has for the renovation project. He <br />also commented on the need to provide good healthcare services to the <br />community. <br />Commissioner Privette arrived at 3:50 p.m. and was present for the <br />remainder of the meeting. <br />Lamar Barrier, CCHC Chair and Mr. Cook responded to several questions <br />from Board members. <br />UPON MOTION of Commissioner Carpenter, seconded by Vice Chairman Juba <br />and unanimously carried, the Board voted to place the $60,000.00 funding <br />request by the Cabarrus Community Health Centers, Inc. on the November 20, <br />2006 Agenda as a New Business item. <br />Sheriff's Of. <br />- Change Order <br />Mike Downs, Deputy County Manager, reported construction on the tunnel <br />under Corban Avenue is taking longer than expected due to the unknown <br />location of existing utility lines. He reported County staff and Turner <br />Construction requested a 90-day extension to complete the tunnel from the <br />Concord City Council on October 12, 2006. He said the City Council granted <br />the County a 36-day extension with the stipulation that Corban Avenue be <br />reopened from November 23, 2006 until January 1, 2007 to accommodate <br />vehicular traffic during the holiday season. In order to build the tunnel in <br />two phases, he said additional costs will be incurred. <br />Scott Milligan, Project Executive with Turner Construction, briefly <br />commented on mobilization and responded to questions from the Board. <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place Change Order No. 4 for the <br />Cabarrus County Sheriff's Office and Detention Center on the November 20, <br />2006 Agenda as a New Business item. <br />Sheriff's Office and Detention Center - Value Engineerin <br />Chairman Carruth suggested the Board review several value engineering <br />items in preparation for its meeting scheduled for November 13, 2006 with <br />Turner Construction. <br />Commissioner Privette asked why the Board could not make its decision <br />at the November 20, 2006 regular meeting. <br />Chairman Carruth reported the Board would vote on the contract with <br />Turner Construction at the regular meeting, but the contract itself would be <br />presented to the Board on November 13. <br />
