November 6, 2006 (Work Session/Recessed Meeting) Page 155 <br />Cloverleaf Plaza to expand the Huskins program and create an Esthetics <br />Technology program. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place RCCC's funding <br />request for $59,750.00 on the November 20, 2006 Agenda as a Consent item. <br />Register of Deeds - Request to Increase Hours of a Part-Time Position to a <br />Full-Time Position Effective December 6, 2006 <br />Linda McAbee, Register of Deeds, requested the hours of a part-time <br />position be increased to a full-time position effective December 6, 2006. <br />She said the ten extra hours will provide more office coverage in the <br />afternoon, when it is most needed. She reported the cost of this request is <br />$7,103.00 and will be covered by increased revenues. She also reported on <br />the number of documents recorded by the department in 2005. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board voted to place the request to <br />increase a part-time Register of Deeds position to a full-time position on <br />the November 20, 2006 Agenda as a Consent item. <br />Cabarrus Arena and Events Center - Food and Beverage Operations <br />Frank Lapsley, General Manager of the Cabarrus Arena and Events Center, <br />presented a request for funding totaling $33,100.00 to purchase small wears <br />to better equip the kitchen and enhance their capability of providing <br />efficient catering services. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board voted to place the request by the Cabarrus <br />Arena and Events Center for $33,100.00 in additional funding to purchase <br />small wears on the November 20, 2006 Agenda as a Consent item. <br />Old Bethel Elementary School <br />John Day, County Manager, reported a study has been preformed to <br />determine how the old Bethel Elementary School buildings may be renovated, <br />whether they should be renovated and what the renovation costs might be. He <br />distributed a letter from Dr. Harold Winkler, Cabarrus County School <br />Superintendent, dated November 2, 2006, offering to give the property to the <br />County. He outlined the following options for the property: (1) sell the <br />building and use .the proceeds to defray school construction costs; (2) keep <br />the building; or (3) give the property to the Town of Midland. <br />Board. <br />Commissioner Carpenter asked when the study will be presented to the <br />Mike Downs, Deputy County Manager, reported YCH Architects has <br />completed the preliminary schematic drawings and is scheduled to meet with <br />the study committee. He said the study can be presented to the Board after <br />the committee meets. <br />Commissioner Carpenter commented on the need for a library in this part <br />of the County. <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board voted to place the old Bethel <br />School item on the November 20, 2006 Agenda as a New Business item. <br />Contract with the Humane Society for Lease of Space at the Cabarrus County <br />Animal Shelter <br />John Day, County Manager, reported the County entered into an informal <br />agreement with the Humane Society some time ago to occupy space at the <br />Cabarrus County Animal Shelter and to adopt out animals collected by the <br />Sheriff's Office. He said there have been a number of issues over the years <br />including the lack of complete adherence to State regulations. As a result, <br />he said it is important to have a formal agreement with the Humane Society <br />and the County Attorney has prepared a draft agreement. <br />There was a brief discussion on the Humane Society's adoption policies <br />and shifting the responsibility of complying with State regulations to the <br />Humane Society. <br />
