November 20, 2006 (Regular Meeting) <br />The Board of Commissioners for the County <br />session in the Commissioners' Meeting Room <br />Governmental Center in Concord, North Carolina o <br />at 6:30 p.m. <br />Page 164 <br />of Cabarrus met in regular <br />at the Cabarrus County <br />n Monday, November 20, 2006 <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board; and Amy Griffith, Deputy Clerk to <br />the Board. <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 59 of New Gilead Onited Church of Christ conducted the <br />Flag Ceremony. Scouts participating in the ceremony were: Tyler Crabtree, <br />Eli Shoemaker, Kyle Airheart, Steven Robbins, Jake Swain, J. Alex Wiles, Bo <br />Simpson, Jack Simpson, Phil Manchester, Michael Simpson, Mac Ellington and <br />Tom Simpson. <br />Pastor Leon Hawks of Crosspointe Baptist Church and Chaplain of the <br />Cabarrus County Sheriff's Office gave the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of August 21, 2006 <br />(Regular Meeting) as written. <br />(H) APPROVAL OF THE AGENDA <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette, and unanimously carried, the Board approved the Agenda with the <br />following additions: Closed Session (L-1) - Closed Session to Consider a <br />Personnel Matter(s) as Authorized by N.G. General Statute 193-318.11(a)(6); <br />and Appointments to Boards and Committees - (H-9) Appointment to the Juvenile <br />Crime Prevention Council. Chairman Carruth requested Item (G-3) Sheriff's <br />Office and Detention Center - Change Order No. 9 and Related Budget Amendment <br />be moved to Old Business under Item (E-1) Construction Project Opdate - <br />Sheriff's Office and Detention Center. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(No items of business.) <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />6:90 p.m. He stated each speaker would be limited to three minutes. <br />Carl Tyson of Concord listed several attributes that Boy Scouts are <br />supposed to live by and said all elected officials should also live~by these <br />same attributes. He reported the public no longer trusts its elected leaders <br />and identified the Board's hasty decision to demolish the old Tribune <br />building at a meeting in Harrisburg with only three Board members present, as <br />the major reason. In closing, he reviewed the timeline concerning the <br />demolition of the old Tribune building. <br />Richard M. Koch, County Attorney, arrived at 6:42 p.m. and was present <br />for the remainder of the meeting. <br />Mike Tallent of Midland stated the property taxes collected for the <br />N.C. Research Campus infrastructure over the next 20 years will help the <br />Campus reach its potential. However, he said property taxes paid by the <br />residents of southern Cabarrus County are not being used in southern Cabarrus <br />County. He identified the two major assets in the southern part of Cabarrus <br />County and said the old Bethel Elementary school is the perfect place to <br />house a new library, health department, etc. He said any proposal from the <br />Board of Commissioners to take away the opportunity the old Bethel school <br />represents is totally unacceptable. <br />
