November 20, 2006 (Regular Meeting) <br />Page 165 <br />Sarah Morrison of Midland and member of the Bethel Reuse Study <br />Committee spoke on need for county services in the southern end of Cabarrus <br />County and encouraged the Board to seriously consider the proposal presented <br />by YCH Architects for the old Bethel School property. <br />Larry Marlow of Concord said the Board is doing a tremendous job and <br />that most people do not realize how hard of a job it is. <br />With there being no one else to address the Board, Chairman Carruth <br />closed that portion of the meeting at 6:50 p.m. <br />oI.D suslNESs <br />Chairman Carruth reviewed the judicial process from when a crime is <br />committed up to incarceration; reported the County has spent $6 million so <br />far on design, property commendation and site preparation for the new jail; <br />and reminded the Board that if the contract is not signed, the price will <br />increase. <br />(E-1) Construction Project Update - Sheriff's Office and Detention Center <br />Scott Milligan with Turner Construction gave a brief update on the <br />progress of the Sheriff's Office and Detention Center. He reported work on <br />the concrete wallsand the tunnel installation is ongoing and that Corban <br />Avenue will be reopened by the City's deadline of November 22, 2006. <br />Mr. Milligan responded to questions on the difference in salary <br />projections between Phase I and II for the assistant superintendent and <br />safety engineer. <br />(G-3) Sheriff's Office and Detention Center - Change Order No. 4 and Related <br />Budget Amendment <br />Mike Downs, Deputy County Manager, presented Change Order No. 4 <br />totaling $37,026.00. He reported additional materials and mobilization costs <br />were incurred to construct the tunnel in two phases in order to comply with <br />the City's requirement to have Corban Avenue reopened to vehicular traffic by <br />November 22 for the holiday season. <br />Scott Milligan of Turner Construction and Mr. Downs responded to <br />questions regarding delays in constructing the tunnel. <br />Commissioner Privette commented on the concept of a"Guaranteed Maximum <br />Price", said this is the fourth change order the taxpayers will have to pay <br />and stated his intent to vote against the change order. <br />Vice Chairman Juba made a MOTION to approve Change Order No. 4 - <br />$37,026.00 and the related budget amendment. <br />Chairman Carruth seconded the motion. <br />There was a brief discussion on how much has been spent on the Annex. <br />Commissioner Privette stated the lack of competitive bids increased the <br />cost by 8 to 15 percent and reiterated his intent to vote against the change <br />order. <br />The motion passed with Chairman Carruth, Vice Chairman Juba and <br />Commissioner Carpenter voting for and Commissioners Freeman and Privette <br />voting against. <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF FINANCE/JUSTICE CENTER CONSTRUCTION FUND <br />AMOUNT: $37,026.00 <br />TYPE OF ADJUSTMENT: Internal Transfer Within Department <br />PURPOSE OF REQUEST: Internal transfer to cover cost of Turner Amendment #4. <br />Present <br />Account No. Approved Budget Increase <br />39292130-9609 $82,939.00 <br />Legal - Justice Center Construction Fund <br />39292130-9820-0598 $15,099,825.00 $37,026.00 <br />Construction - GMP#1 <br />- Amendment to June 19 <br />Decrease Revised Budget <br />$37,026.00 $95,913,00 <br />$15,086,851.00 <br />Center - 6:30 o.m <br />
