November 20, 2006 (Regular Meeting) Page 177 <br />(G-1) Industrial Development Incentive Grant - Shoe Show Inc./Trinity of <br />Cabarrus LP - Public Hearing - 6:30 p.m. <br />John Cox, CEO of the Cabarrus Regional Chamber of Commerce and the <br />Cabarrus Economic Development Corporation (EDC), presented a request for an <br />Industrial Development Incentive Grant for Shoe Show Inc./Trinity of Cabarrus <br />LP to expand its distribution center on Trinity Church Road by approximately <br />250,000 square feet. He reported the shoe retailer has been in the County <br />for decades, has nearly 1,000 outlets across the United States and wants to <br />expand on property they already own. He further reported the expansion is <br />competitive; the Kannapolis City Council unanimously endorsed an incentive <br />grant for Shoe Show,,Inc. last week; during the incentive period, the County <br />will net approximately $65,205.00; and after the incentive period is over, <br />the County will net $195,000.00 per year in new ad valorem taxes. <br />At 9:09 p.m., Chairman Carruth opened the public hearing on the <br />Industrial Development Incentive Grant request for Shoe Show Inc./Trinity of <br />Cabarrus LP. The Public Hearing Notice was published on November 9, 2006 in <br />THE INDEPENDENT TRIBUNE and THE CHARLOTTE OBSERVER (Cabarrus Neighbors). <br />There was no one present to address the Board; Chairman Carruth closed the <br />public hearing. <br />Mr. Cox responded to a variety of questions on when it will no longer <br />be necessary to provide incentives, the unemployment rate in Cabarrus County, <br />manufacturing wages, etc. <br />Commissioner Carpenter made a MOTION to authorize a 3-year incentive <br />grant to Shoe Show Inc. /Trinity of Cabarrus LP equivalent to 85 percent of <br />the ad valorem taxes on the total project investment of approximately $23-27 <br />million, pursuant the Industrial Development Incentive Grant program <br />guidelines as amendedon July 10, 2006, and authorized theCounty Manager and <br />County Attorney to conclude the negotiations and execute the Agreement. <br />Chairman Carruth seconded the motion. <br />Commissioner Privette read a quote from Paul O'Neal, former chairman of <br />Alco and treasury secretary during the Bush administration, concerning <br />business decisions based on inducements. <br />The MOTION carried with Chairman Carruth, Vice Chairman Juba and <br />Commissioners Carpenter and Freeman voting for and Commissioner Privette <br />voting against. <br />Chairman Carruth read a letter from Mr. Robert S. Tucker, CEO of Shoe <br />Show that was delivered with instructions that it was not to be opened until <br />after the vote on the incentive grant was taken. In his letter, Mr. Tucker <br />stated if the incentive grant passed, an amount equal to the incentive will <br />given to, but not limited to the following local charities: The Salvation <br />Army of Cabarrus County, Cooperative Christian Ministries, Hospice and <br />Palliative Care of Cabarrus County and CVAN Domestic Violence Program. The <br />letter also said this donation is in addition to the contribution Shoe Show <br />Inc. already gives to these organizations and the incentives granted by the <br />City of Kannapolis will also be donated to these charities. <br />Mr. Cox reported on the amount of new capital invested, the number of <br />new jobs created and. the amount of new square footage created by existing <br />industry within the last 24 months. The same information for recent EDC <br />projects was also presented. He commented on a blog submitted by <br />commissioner Privette during the primary concerning economic development and <br />stated the need to create more local jobs that are 2191 century knowledge- <br />based and higher paying. <br />Commissioner Carpenter complimented the Chamber of Commerce on the <br />"State of the County" meeting and suggested these meetings be televised in <br />the future. <br />(G-2) Cabarrus Community Health Centers (CCHC), Ina., - Request for a <br />$60,000.00 Appropriation for Renovations at the McGill Medical Center <br />Jim Cook, Board'Member of the Cabarrus Community Health Center (CCHC), <br />requested $60,000.00for renovations at the McGill Health Center. He <br />reported the renovations will add nine examination rooms to the Center and <br />the Cannon Foundation will provide the remaining $250,000.00. He also <br />reported there are approximately 21,000 citizens that lack health insurance <br />
