Finally, he suggested the funding be <br />appropriated through one of the County's existing programs such as the Health <br />Alliance, DSS, or the Cabarrus County Community Care Plan. <br />Mr. Cook responded to several questions pertaining to the relationship <br />between the McGill Medical Center and the Health Alliance, the duplication of <br />services already provided by the Health Alliance, etc. <br />Commissioner Privette stated his concern that if the County funds this <br />non-profit, then the County would be opening the door for other non-profits <br />funding requests. <br />Mr. Cook explained that their organization began as a community wide <br />effort among partner agencies, which most are county agencies or programs, to <br />gain access to federal and state funding to meet the serious needs in our <br />community. By allocating funds to one of the partner agencies that were <br />mentioned earlier, he said it will extend the capacity of local agencies to <br />meet the needs in the community. <br />Lamar Barrier, CCHC Board Chair, and Mr. Cook responded to additional <br />questions from Commissioner Carpenter concerning the number of clients served <br />per day by the medical center; the difference in services provided by the <br />Community Free Clinic and the McGill Medical Center; a proposal from Gaston <br />County to serve as the medical center's interim director; etc. <br />Chairman Carruth reported Commissioner Freeman had asked to be recused <br />from voting since he is a member of the CCHC Board of Directors. <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette with Chairman Carruth, Vice Chairman Juba and Commissioners <br />Carpenter and Privette voting for and Commissioner Freeman abstaining, the <br />Board recused Commissioner Freeman from the vote. <br />Chairman Carruth made a MOTION to approve the $60,000.00 funding <br />request as presented by the Cabarrus Community Health Center for renovations <br />at the McGill Medical Center, with the appropriation to go through the Health <br />Alliance and to adopt the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF Finance <br />AMOUNT: $60,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: The Cabarrus Community Health Centers, Inc. has asked for <br />a special appropriation of $60,000.00 for renovations to the McGill Avenue <br />Medical Center to increase the number of exam rooms. They have received a <br />$250,000.00 Cannon Grant, and are lacking $60,000.00 to complete the <br />$310,000.00 project.
