November 20, 2006 (Regular Meeting) <br />Page 179 <br />Chairman Carruth commented briefly on a past proposal to reuse the <br />Bethel School property and whether or not the Board should exercise its first <br />right of refusal, etc. <br />Commissioner Carpenter moved to accept the old Bethel Elementary School <br />property from the Cabarrus County Board of Education and for the new Board of <br />Commissioners to meetwith Town of Midland in the future. <br />Commissioner Freeman seconded the motion. <br />Chairman Carruth recognized Kathy Kitts, Midland Town Council member. <br />Ms. Kitts reported the Bethel School Reuse Committee needs to present <br />its report to the public before another joint meeting is held and that a <br />meeting date has not been established. <br />Chairman Carruth asked if the meeting could be held in January. <br />Kelly Sifford, Community Development Manager, reported schematic <br />designs have been prepared, rough cost estimates were received today and a <br />presentation could bemade to the Board in January. <br />Chairman Carruth asked the County Manager to work with the Committee <br />and Ms. Sifford on scheduling the presentation. <br />John Day, County Manager, suggested the motion be reworded to include <br />the following language, "the Board is exercising its first right of refusal <br />as required by General Statutes to accept the property". <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Freeman <br />and unanimously carried, the Board voted to exercise its first right of <br />refusal to accept the Bethel Elementary School property from the Cabarrus <br />County Board of Education and agreed to meet with the Town of Midland in the <br />future. <br />(G-5) Animal Shelter Lease Agreement with the Cabarrus County Humane Society <br />Pam Dubois, Deputy County Manager, reported the Humane Society utilizes <br />space at the Cabarrus. County Animal Shelter without a contractual agreement. <br />She said the need to distinguish the County's responsibilities from the <br />Humane Society's arose after a visit from the NC Department of Agriculture <br />and Consumer Service S, Veterinary Division. She recommended the proposed <br />agreement be approved after speaking to Sheriff Riley and Lt. David Taylor. <br />She further reported the Sheriff's Department's role in participating with <br />the Humane Society in adopting out animals would be discussed during the <br />upcoming budget process, but right now the Sheriff's Department does not have <br />the capacity to help with adoptions. Finally, she reported the proposed <br />agreement expires on October 31, 2007. <br />Commissioner Privette made a MOTION to approve the Lease Agreement <br />between Cabarrus County and the Cabarrus County Humane Society for the term <br />of November 1, 2006 through October 31, 2007. <br />Commissioner Carpenter seconded the motion. <br />Chairman Carruth asked Ms. Dubois to look at other counties who have <br />this type of agreement between the Humane Society and Animal Control. <br />The motion unanimously carried. <br />(H) APPOINTMENT3 TO aOARDS AND COMMITTEES <br />(H-1) Criminal Juatiae Partnership Program (CJPP) <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter with Chairman Carruth, Vice Chairman Juba and Commissioners <br />Carpenter and Privette voting for and Commissioner Freeman voting against, <br />the Board made an exc®ption to its Appointment Policy and appointed Catherine <br />Combs to the CJPP advisory board to fill the "probation officer" position for <br />a 3-year term ending' April 30, 2009 as an Ex Officio member with voting <br />privileges as requested by the advisory board. <br />(H-2) Juvenile Crime prevention Counail (JCPC) <br />
