November 20, 2006 (Regular Meeting) Page 180 <br />Chairman Carruth reported the JCPC approved the recommendation of <br />Reverend Aaron Wells to fill the vacant "member of faith community" position <br />on October 18, 2006. <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board appointed Reverend Aaron Wells to <br />the JCPC for a term ending June 30, 2007 to fill the vacant "member of faith <br />community" position as recommended by the advisory board. <br />Commissioner Carpenter reported Artie Peterson, representing the <br />nonprofit community, resigned from JCPC and that the advisory board requests <br />she be appointed to complete Mr. Peterson's unexpired term. <br />Commissioner Privette made a MOTION to appoint Carolyn Carpenter to the <br />JCPC advisory board to fill the vacant "nonprofit community" position. <br />Commissioner Freeman seconded the motion. <br />Commissioner Carpenter pointed out the Board would need to make an <br />exception to its Appointment Policy since she also currently serves on the <br />Health Alliance Board. <br />Several Board members expressed concern about granting an exception to <br />the provision of the Appointment Policy with regard to citizens not serving <br />on more than one board or committee at a time. <br />Commissioner Carpenter cited her involvement with several nonprofit <br />agencies and youth programs and said the nominating committee recommended her <br />appointment. <br />Chairman Carruth suggested the United Way be contacted for <br />recommendations. <br />Vice Chairman Juba also recommended the Board follow its policy and to <br />ask the nonprofit community if they want to submit additional names for <br />consideration. <br />Commissioner Carpenter reiterated the JCPC's Nominating Committee <br />approved the recommendation and getting citizens to serve on this advisory <br />board is difficult. <br />Commissioner Freeman expressed reservations about making an exception <br />to the Appointment Policy. <br />Chairman Carruth thanked Commissioner Carpenter for her willingness to <br />serve and pointed out that in the past, other citizens have had to give up <br />serving on one board when they were appointed to another board. <br />Commissioner Carpenter reported there are currently seven positions on <br />the advisory board that have not been reappointed. <br />The motion failed with Commissioners Carpenter and Privette voting for <br />and Chairman Carruth, Vice Chairman Juba and -Commissioner Freeman voting <br />against. <br />(H-3) Harrisburg Fire Advisory Hoard <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board appointed Shannon Wright-Elmore to the <br />Harrisburg Fire Advisory Board to complete an unexpired term ending July 1, <br />2007 as requested by the Town of Harrisburg. <br />(H-4) Parks S Recreation Commission <br />The Board recognized Justin Thibault, Chair of the Park and Recreation <br />Commission, who commented on the reorganization of the Commission and the <br />need to stagger terms. <br />UPON MOTION of Chairman Carruth, seconded by Commissioner Carpenter and <br />unanimously carried, the Board appointed Margaret Houston to the Parks and <br />Recreation Commission as the Midland representative for a 1-year term ending <br />January 31, 2007, for a 3-year term ending January 31, 2010 and specified the <br />1-year term will not count towards her length of service. Further, the Board <br />appointed Steve Sciascia as the Harrisburg representative for a 3-year term <br />ending January 31, 2009. <br />
