December 4, 2006 (Organizational/Recessed Meeting) Page 192 <br />Mike Downs, Deputy County Manager, reported upon authorization from the <br />Board, Turner Construction can contact the low bidders to see if they will <br />hold their prices. <br />Commissioner Mynatt made a MOTION to proceed with the Sheriff's <br />Administration Building. <br />Mike Downs, Deputy County Manager, clarified that Turner Construction <br />is asking the Board to authorize the County Manager to issue a "Notice to <br />Proceed" for the scope and respective trades and to approach the low bidders <br />to secure pricing. He said the number is a not-to-exceed amount of $35 <br />million. <br />Scott Milligan, Turner Construction, reported that Turner needs a <br />"Notice to Proceed" in order to put the pricing back together for the <br />Sheriff's Administration building as a single component. <br />Sheriff Riley reminded the Board the 96-bed Annex was originally <br />designed as an interim plan for the housing unit and urged the Board to be <br />mindful that 96 beds will not go very far. <br />There was further discussion on: other County operations that are to <br />be housed in the Administration building; if the housing unit were moved <br />elsewhere, there could be a reduction in office space in the Administration <br />building; providing adequate jail space in a timely manner; redesigning a <br />project that has already been designed requires additional time and money; a <br />stacked housing building would not be appropriate on a flat piece of land and <br />there would be redesign costs if the housing unit was moved to another <br />location. <br />Vice Chairman Juba seconded the motion <br />Mr. Milligan reported Turner Construction will secure the pricing as <br />fast as possible, keep the Board updated and report back on December 18, <br />2006. He also responded to questions regarding the likelihood that some <br />subcontractors will be unwilling to bid on this project again. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Juba and <br />unanimously carried, the Board authorized the County Manager to issue a <br />"Notice to Proceed" to Turner Construction for construction of the Sheriff's <br />Administration building; to secure bids from the subcontractors and to report <br />back on December 18, 2006. <br />Industrial Development Incentive Grant - Oilers America Corporation - (Public <br />Hearing - 6:30 p.m.) <br />Jerry Saunders, Senior Executive with Cabarrus Economic Development <br />Corporation, requested a pubic hearing be scheduled to consider a technical <br />adjustment to an Industrial Development Incentive Grant previously awarded to <br />Oiles America Corporation. He said the technical adjustment is to extend the <br />fulfillment period to January 1, 2007 through 2010 and is needed due to a <br />delay in getting Oiles' new equipment delivered in a timely fashion. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board scheduled a public hearing on December 18, <br />2006 at 6:30 p.m. to consider a technical adjustment to the Industrial <br />Development Incentive Grant for Oiles America Corporation. <br />Kannapolis Citv Schools - Land Option <br />Pam Dubois, Deputy County Manager, presented a $40,000.00 funding <br />request from Kannapolis City Schools (KCS) to purchase a land option on <br />29.928 acres of property adjacent to the Kannapolis Middle School for use as <br />a future school site and to perform soil tests and environmental studies on <br />the property. She provided a budget amendment for the Board's review and <br />reported the current owner property, Mr. Rick Rogers, is willing to sell the <br />property for $90,000.00 an acre. <br />The Board had several questions and asked Ms. Dubois to obtain the <br />following additional information and report back on December 18, 2006: the <br />acreage on the first piece of property purchased for Kannapolis City Schools, <br />an appraisal, comparable property sale prices in the area, to obtain a copy <br />of the option contract and if the option fails, would the County be <br />reimbursed. <br />
