<br />Jonathan Marshall, Commerce Director, reported a public hearing is
<br />required for the 2007-2009 CDBG Scattered Site Housing Rehabilitation
<br />program.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner White
<br />and unanimously carried, the Board scheduled a public hearing on the
<br />Community Development Block Grant (CDBG) 2007-2009 Scattered Site Housing
<br />Rehabilitation Program for December 18, 2006 at 6:30 p.m.
<br />Cabarrus County Sheriff's Office - Southern Health Partners (Request to add a
<br />Full-Time LPN Nurse)
<br />Sheriff Riley presented a request for an additional Licensed Practical
<br />Nurse position for the Cabarrus County jail. He reported this position is
<br />needed due to an increase in the daily inmate population and the practice of
<br />housing healthier inmates at other facilities.. He said there are more sick
<br />inmates in the jail who require healthcare before being transported to
<br />another location. As a result, he said there is a need for additional
<br />medical program support. Sheriff Riley referenced a letter from Jeff
<br />Reasons, President, Southern Health Partners proposing to add one full-time
<br />Licensed Practical Nurse to work the shifts most affected by the higher work
<br />volume which may include weekend shifts. He stated the cost for this
<br />position, including benefits, is $99,700.00 annually and that Southern Health
<br />Partners will increase its monthly bill by $3,725.00 once the position is
<br />filled.
<br />Sheriff Riley responded to questions from the Board pertaining to scope
<br />of practice, liability and funding issues.
<br />UPON MOTION of Commissioner White, seconded by Commissioner Privette
<br />and unanimously carried, the Board voted to place the request for an
<br />additional position for a full-time Licensed Practical Nurse at the Cabarrus
<br />County Jail on the December 18, 2006 Agenda as a New Business item.
<br />Reversal of GMP #3 and Approval of Change Orders No. 5 and 6 for the
<br />Sheriff's Office and Detention Center Construction Pro'act
<br />Mike Downs, Deputy County Manager, presented Change Order No. 5 for the
<br />Sheriff's Office and Detention Center project as required by the City of
<br />Concord. Change Order No. 5, totaling $99,310.23, included the addition of
<br />two spandrel windows on the side of the Annex facing Union Street and the
<br />installation of a grinder pump on the wastewater line of the Annex. Change
<br />Order No. 6, totaling $15,868.89, was for additional site drainage.
<br />Pam Dubois, Deputy County Manager, reviewed the reversal of GMP #3 for
<br />$13 million that the Board approved to purchase precast concrete and steel
<br />for the housing unit. She reported the order was cancelled after the appeal
<br />was filed and the County owes Turner Construction $67,062.00 in cancellation
<br />fees. However, she said if the vendor continues the project at a future
<br />date, the fee will be applied towards the contract. Further, she reported
<br />$150,000.00 is needed to cover the owner's cost of producing bid documents
<br />and an allowance of $650,000.00 is needed to cover life and safety issues
<br />concerning the administration foundation and site security, to reconnect
<br />water and sewer lines, utilities, temporary parking and sidewalks and a sally
<br />port, should the balance of the project be delayed past October 2007. She
<br />stated these contingency funds would only be used upon the Board's direction.
<br />Of the $13 million, she asked to retain $67,062.00 for cancellation fees,
<br />$150,000.00 for owner costs, $110,000.00 for Changes Orders 5 and 6 and
<br />$650, 000.00 for contingency items and said the balance will be returned to
<br />the General Fund and the Capital Reserve Fund. A budget revision was
<br />provided for the Board's review.
<br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt
<br />and unanimously carried, the Board voted to place the Reversal of GMP #3 and
<br />Approval of Change Orders No. 5 and 6 for the Sheriff's Office and Detention
<br />Center construction project on the December 18, 2006 Agenda as a New Business
<br />item.

<br />Chairman Carruth asked if Board members were interested in obtaining
<br />cost estimates on December 18, 2006 to construct the Sheriff's Administration
<br />building separately from the housing unit.
