December I8, 2006 (Regular Meeting) Page 205 <br />00195670-9969 $11,608.00 $10,939.00 $22,542.00 <br />TANF Domestic Violence <br />(F-11) Register of Deeds - Refund of Excise Stamp <br />A deed for Mecklenburg County property was erroneously recorded in <br />Cabarrus County by Attorney Kevin Link, at which time $530 was paid in excise <br />stamps. Mr. Link has requested a refund of $530 as provided in GS 105- <br />228.37. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board authorized a refund of excise stamps to <br />Attorney Kevin Link for a Mecklenburg County deed erroneously recorded in <br />Cabarrus County in the amount of $530.00 in accordance with GS 105.228.37. <br />Sheriff's Office - <br />Due to a large increase in booking rates and the practice of housing <br />healthier inmates at other facilities, there are more sick inmates in the <br />Cabarrus County Jail. As a result, there is a need for additional medical <br />program support. The Sheriff's Office along with Southern Health Partners <br />proposes to add one full-time LPN Nurse to work the shifts most affected by <br />the higher work volume and may include weekend shifts. The cost for this <br />position, including benefits, is $94,700.00 annually. Southern Health <br />Partners will increase its monthly bill by $3,725.00 once the position is <br />filled. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the addition of a full-time <br />Licensed Practical Nurse through Southern Health Partners for the Cabarrus <br />County Jail at an annual cost of $99,700.00; approved an amendment to <br />Southern Health Partners' contract and adopted the budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF FINANCE <br />AMOUNT: $22,350.00 <br />TYPE OF ADJUSTMENT: Transfer Between Departments/Funds <br />PURPOSE OF REQUEST: This budget amendment presents the funding source <br />available to accomplish the request of the Sheriff to fund one additional LPN <br />Nurse for the Detention Center. Funds would be transferred from the Debt <br />Service interest account on the Jail project to cover the remaining six <br />months of FY 06-07. It costs Cabarrus County <br />taxpayers more than $200,000 to meet the State mandated requirements of this <br />program. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the resolution. <br />RESOLUTION IN SUPPORT OF LOCAL FEES FOR <br />FOOD AND LODGING <br />Resolution No. 2006-31 <br />WHEREAS, the State of North Carolina mandates that local government <br />provide Food and Lodging support and inspections; and <br />Decrease Revised Budget <br />$22,350.00 $1,570,650.00 <br />$933,038.00 <br />WHEREAS, the State provides less than $15, 000 per year in support of <br />providing Food and Lodging support and inspections; and <br />
