December 18, 2006 (Regular Meeting) - Page 208 <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following resolution: <br />Res. No. 2006-33 <br />RESOLUTION SUPPORTING PROPERTY TAX RELIEF LEGISLATION <br />WHEREAS, the members of the Cabarrus County Board of Commissioners, as <br />required by Statutes, are charged with the responsibility of placing <br />equitable property values on all property within their county; and <br />WHEREAS, the values placed on some property has escalated as much as <br />threefold and fourfold by the recent revaluation prices; and <br />WHEREAS, these increased values have caused a financial hardship for a <br />number of homeowners, specifically those with limited income desiring to live <br />in their homes for the remainder of their lives. Realizing that the Board of <br />Commissioners, through the process of property owner appeals to the Board of <br />Equalization and Review, acknowledges it has exhausted all efforts for <br />assistance to these financial burdened homeowners. Cabarrus County <br />Commissioners unanimously agrees that unless relief from the increased <br />property tax is provided to the elderly and low income homeowners, many will <br />be deprived of the necessities of life or be forced to involuntarily sell <br />their homes and starts new life at other locations. <br />NOW, THEREFORE,. BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners hereby directs its Clerk to forward this resolution to our <br />representatives in the General Assembly, requesting them to introduce and <br />support legislation similar to property tax legislation that is currently in <br />effect in thirty-five State governments that will bring property tax relief <br />for qualified elderly and low income homeowners. <br />Adopted this 18"' day of December, 2006. <br />/s/ Robert W. Holidays and upcoming NACo and NCACC conferences were taken into <br />consideration in the development of the proposed schedule. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following resolution: <br />Res, No. 2006-39 <br />RESOLUTION ESTABLISHING THE REGULAR MEETING SCHEDULE <br />FOR CALENDAR YEAR 2007 <br />WHEREAS, the regular agenda work sessions of the Cabarrus County Board <br />of Commissioners are currently held on the first Monday of each month at 3:30 <br />p.m. in the Multipurpose Room at the Governmental Center; and <br />WHEREAS, the regular meetings of the Board of Commissioners are held on <br />the third Monday of each month at 6:30 p.m. in the Commissioners' Meeting <br />Room at the Governmental Center; and <br />WHEREAS, several holidays and scheduled conferences of the National <br />Association of County Commissioners require a change in a number of the <br />agenda work session dates as well as the January 2007 regular meeting date; <br />and <br />WHEREAS, North Carolina General Statute 153A-26 requires that the Board <br />hold an organizational meeting on the first Monday of December for each even- <br />numbered year. <br />
