The Consent Agreement <br />includes the payment of $9, 034.00 per lot to advance school adequacy and a <br />proposed build-out schedule of no more than 30 lots platted in 2007. <br />Ms. Watts responded to several questions. <br />UPON MOTION of Vice Chairman Juba, seconded by Chairman Carruth <br />Chairman Carruth, Vice Chairman Juba and Commissioners Mynatt and White <br />voting for and Commissioner Privette voting against, the Board approved the <br />Consent Agreement between Cabarrus County and Shiloh Ridge. Development, LLC, <br />for the Shiloh Village Subdivision, including the payment of $9,034.00 per <br />lot to advance school adequacy and a build-out schedule of no more than 30 <br />lots platted in 2007. Further, the Board authorized the County Manager to <br />execute the Agreement on behalf of Cabarrus County. <br />(G-7) Fiscal Year 2006 Comprehensive Annual Financial Report <br />Susan Fearrington, Assistant Finance Director, presented an overview of <br />the Comprehensive Audit for FY 05-06. The following items were covered in <br />the presentation: revenues by source, growth in sales tax revenue, <br />expenditures by function, public schools expenditures, debt, undesignated <br />fund balance and fund balance calculations and appropriations. <br />Pam Dubois, Deputy County Manager, and Ms. Fearrington responded to <br />questions from the Board. <br />(G-S) Voting Delegate to the N.C. Association of County Commissioners <br />Legislative Goals Conference on January 11-12, 2007 <br />Vice Chairman Juba reported to the Board the three top goals agreed <br />upon for the Legislative Goals Conference was as follows: Medicaid relief, <br />school construction revenue from the State and revenue options and <br />protection. She further reported there are 37 other goals, the voting <br />delegate should be well versed with all the goals and the delegate is the <br />voice of the Board. She also encouraged all Board members to attend the <br />conference in Pinehurst on January 11-12, 2007. <br />Chairman Carruth opened the floor for nominations for a voting delegate <br />to the Legislative Goals Conference. <br />Commissioner White nominated Commissioner Privette. Commissioner <br />Mynatt seconded the nomination. <br />Commissioner Mynatt moved to close nominations. Commissioner White <br />seconded the motion. The MOTION unanimously carried. <br />Commission Privette was elected as the voting delegate to the <br />Legislative Goals Conference, January 11-12, 2007, in Pinehurst, North <br />Carolina by acclamation. <br />(H) REPORTS <br />(H-1) Annual Report FY 2005-2006 for Cabarrus County Parka and Recreation <br />Department <br />The 2006 Parks and Recreation Annual Report was includedas part of the <br />Agenda. <br />(H-2) Reaulta of Citizen Survey <br />Aimee Hawkins, Communications & Outreach Manager, reported a telephone <br />survey of 400 citizens was conducted during the month of October by <br />Marketwise as a benchmarking tool. She said she hopes to complete the survey <br />every two years. Further, she introduced Ms. Jean Ann Smith with Marketwise. <br />Ms. Smith distributed handouts of the PowerPOint presentation and <br />reviewed the detailedsurvey results. She also reported the survey measures <br />awareness and satisfaction with services and programs offered by Cabarrus <br />County Government. In summary, Ms. Smith reported: respondents expressed <br />concern for how the rapid growth in the area will be managed; most <br />respondents agree the County should restrict the extension of utilities and <br />services to control new construction; however, 37 percent of respondents <br />disagree with this approach; 24 percent of respondents are dissatisfied with <br />open space preservation; in general, respondents are satisfied with the <br />programs and services available in Cabarrus County; areas of lowest <br />
