December 18, 2006 (Regular Meeting) Page 215 <br />satisfaction are also areas of low awareness (including Veteran's Services, <br />Conservation Easements, Housing Rehabilitation, and Tax Relief Exemptions); <br />raising awareness of these services and how they benefit the community will <br />improve perceptions; 54 percent of respondents are aware of the website and <br />99 percent of respondents have used it; the County should make an effort to <br />raise awareness of the website because it is an easy, inexpensive way to keep <br />citizen's informed; however, minorities are less likely to have Internet <br />access and would benefit from alternative methods of communication; awareness <br />of the email newsletter is lowest among respondents age 18-29 which is a <br />missed opportunity because these respondents are most likely to have Internet <br />access and are less informed than respondents in older age brackets; the <br />Cabarrus County Government Channel might also be an underutilized source of <br />information; and only 55 percent of respondents are aware of the channel and <br />fewer are aware of the programming. <br />Ms. Smith responded to several questions from the Board concerning tax <br />exemption, sources citizens used for information, etc. <br />(H-3) Agricultural Advisory Hoard Year-End Report <br />An Agricultural Advisory Board Year-End Report was included as part of <br />the Agenda. <br />(I) APPOINTMENTS <br />(I-1) Appointments - Firemen's Relief Fund Trustees <br />The Board of Commissioners is responsible for appointing individuals to <br />the Firemen's Relief Fund Trustees. These appointments are exempt from the <br />County's Appointment Policy. Recommendations for appointment or <br />reappointment are submitted by each of the respective volunteer fire <br />departments. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner White <br />and unanimously carried, the Board appointed the following individuals to the <br />Firemen's Relief Fund Trustees for a 2-year term ending January 31, 2009: <br />Eric Hartsell (Allan), Ken Nickles (Flowes Store), Clyde Kuntz (Midland), <br />James Talbert (Mt. Mitchell), Wes Leonard (Mt. Pleasant), and Stacy Hammill <br />(North East). Further, the Board reappointed the following individuals to <br />the Firemen's Relief Fund Trustees for a 2-year term ending January 31, 2009: <br />Ned Blackwelder (Cold Water), Carl Junker (Georgeville), Bryan Dunn <br />(Harrisburg), Ben Mabrey Sr. (Jackson Park), Chad Wilburn (Odell) and Roy <br />Gray (Rimer). <br />(2-2) Appointments - Cabarrus County Parks and Recreation Commission <br />The Parks and Recreation Commission voted on November 16, 2006 to <br />forward the following recommendations for consideration: (1) appoint Roxanne <br />R. Hicks to represent the Northwest planning area; (2) reappoint Justin <br />Thibault as an at-large representative; (3) appoint Charles Mitchell as the <br />Kannapolis School Board (KSB) representative; and (9) appoint Andrea Palo to <br />complete an unexpired term previously held by Holly Blackwelder representing <br />the Cabarrus County School Board (CCSB). <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board appointed Roxanne R. Hicks (Northwest) for <br />a term ending January 31, 2008; appointed Charles Mitchell (KSB) for a term <br />ending January 31, 2009; appointed Andrea Palo (CCSB) to complete an <br />unexpired term ending January 31, 2009; and reappointed Justin Thibault (at- <br />large) for a term ending January 31, 2010 as requested by the Cabarrus County <br />Parks and Recreation Commission. <br />(I-3) Board Appointments to Miscellaneous Board and Committees <br />Board members' appointments are needed on the Juvenile Crime Prevention <br />Council, the Animal Protection and Preservation Committee and other <br />miscellaneous boards or committees. <br />Chairman Carruth asked the Clerk to compile a list of the various <br />boards and committees, and when they meet. He also asked Board members to <br />review the list, review their schedules and to let him know their <br />preferences. No action was taken at this time. <br />(2-4) 2007 Appointments to the Transportation Advisory Committee (TAC) and <br />Transportation Coordinating Committee (TCC) <br />
