December 18, 2006 (Regular Meeting) Page 216 <br />The Cabarrus-Rowan Urban Area Metropolitan Planning Organization <br />requested the Board of Commissioners appoint representatives and alternates <br />to the TAC and TCC. .Former County Commissioner Carolyn Carpenter served as <br />the TAC representative and Chairman Carruth serves as alternate. Jonathan <br />Marshall serves as the TCC representative and Mike Byrd as the alternate. <br />UPON MOTION by Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Commissioner Mynatt as the <br />delegate and Chairman'Carruth as the alternate to the Transportation Advisory <br />Committee (TAC). Further, the Board appointed Jonathan Marshall, Commerce <br />Director, to the Transportation Coordinating Committee (TCC) and Mike Byrd as <br />the alternate. <br />(I-5) Appointments - Tourism Authority <br />The terms of appointments for Carolyn Carpenter (Seat 4 - At Large), <br />Douglas L. Stafford (Seat 5 - Tourism Authority) and Kim Wray (Seat 6 - <br />Cabarrus Regional Chamber of Commerce) end on December 31, 2006. Seat No. 4 <br />must be a member of the Board of Commissioners or the County Manager. The <br />Tourism Authority has. submitted three names for consideration for Seats 5 and <br />6. Terry Crawford and Garrett Jenio were identified as the preferred <br />candidates. <br />UPON MOTION of Commissioner White, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Vice Chairman Juba to the <br />Tourism Authority to fill Seat No. 4 for a 3-year term ending December 31, <br />2009. <br />NOTE: Due to an oversight, no action was taken on appointments to fill <br />Seat No. 5 and 6. <br />(J) GENERAL COMMENTS HY HOARD MEMBERS <br />Based on survey results presented earlier in the meeting, Vice Chairman <br />Juba recommended the Board of Commissioners and the municipalities schedule a <br />joint meeting to work towards managing the growth of the County. She said <br />the four subdivisions that were approved tonight directly relates back to <br />managing growth in Cabarrus County. <br />Commissioners Mynatt and White commented on a recent tour of County <br />facilities and said they were very impressed with the tremendous efforts, <br />extreme dedication and high caliber employees of Cabarrus County. <br />Commissioner Mynatt also said the services and opportunities afforded <br />citizens in Cabarrus County is amazing and that she would never complain <br />about taxes again. <br />(K) WATER & SEWER DISTRICT OF CABARRUS COUNTY <br />No items of business. <br />(L) CLOSED SESSION <br />(L-1) Closed Session to Consider a Personnel Matter(s) as Authorized by <br />North Carolina General Statute 143-318.11 (a)(3)(6) <br />UPON MOTION by Vice Chairman Juba, seconded by Commissioner Mynatt and <br />unanimously carried, the Board moved to go into Closed Session and invited <br />Tony Harris, Safety & Risk Manager/ADA Coordinator and Don Cummings, Human <br />Resources Director to join the meeting. <br />UPON MOTION made by Commissioner Juba, seconded by Commissioner White, <br />the Board moved to come out of Closed Session. <br />(M) ADJOURN <br />With there being no further business to come before the Board, Chairman <br />Carruth adjourned the meeting at 11:40 p.m. <br />i <br />Clerk to he Bo <br />
