<br />(E-3) Cabarrus County Sheriff's Office and Detention Center
<br />Chairman Carruth commented on agreeing to proceed with construction of
<br />the Sheriff's Administration building and establishing a jail study
<br />committee.
<br />Kevin Gass with Turner Construction reported the Guaranteed Maximum
<br />Price (GMP) was prepared for the Sheriff's Administration building and is
<br />listed in the Executive Summary (Exhibit C) of the notebook entitled
<br />"Amendment No. 2 - Administration Building - December 18, 2006". He also
<br />commented on the aspects of the Administration building (i.e., boilers,
<br />chillers, utilities, etc.) that would also serve the housing unit.
<br />Scott Milligan with Turner Construction stated the Board has a 3-month
<br />window of opportunity to make a decision on equipment and a credit could be
<br />issued later if the equipment was not needed.
<br />There was discussion on the study committee convening during the 3-
<br />month time period; taking advantage bid prices, etc.
<br />Pam Dubois, Deputy County Manager, reported interest rates are better
<br />now than when the $15 million loan for the Annex was approved. She proposed
<br />to roll the $15 million loan for the Annex into the $35 million for the
<br />Sheriff's Administration building for a total loan of $50 million.
<br />Commissioner Privette expressed his opposition to cost of the project.
<br />Commissioner Privette and Mr. Gass responded to questions £rom
<br />Commissioner White.
