<br />voting for and Commissioner Privette voting against, the Board awarded a
<br />contract to Turner Construction Company for construction of the Sheriff's
<br />Administration building for a guaranteed maximum price of $33,962,246.00 on
<br />condition of contract documents satisfactory to the County and its Attorney
<br />be negotiated and that the Chairman be authorized to execute the contract
<br />documents.
<br />There was discussion on the completion date and what happens if Turner
<br />fails to meet the completion date.
<br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner White with
<br />Chairman Carruth, Vice Chairman Juba and Commissioners Mynatt and White
<br />voting for and Commissioner Privette voting against, the Board adopted the
<br />following budget amendment dated December 18, 2006 for the Sheriff's
<br />Administration building portion of this project which includes the refinance
<br />of the Jail Annex COPS financing of $15 million for a total of $50 million:

<br />(E-4) Presentation of Update for Voluntary Mitigation Payment (VMP) for
<br />3choola by Ma. Julie Herlanda with the TieohlerBiae Company
<br />Susie Zakraisek, Planning and Zoning Manager, introduced Julie Herlands
<br />with TischlerBise who reported on the "School Voluntary Mitigation Payment
<br />Study" utilizing a PowerPoint presentation. Highlights of the presentation
<br />included the following: both Cabarrus County and Kannapolis City Schools
<br />were included in the Voluntary Mitigation Payment (VMP) analysis in
<br />conjunction with the Adequate Public Facilities Ordinance (APFO) update; a
<br />VMP payment is one element of the mitigation measures that are available to
<br />the County through the APFO process, it represents new growth's fair share of
<br />capital facility needs and costs, and is based only on capital costs; the
<br />average growth rate for Cabarrus County and Kannapolis Schools was 5 percent
<br />and 2 percent respectively; the projected increase of new students was 17,300
<br />for Cabarrus County and 3,000 for Kannapolis by 2021-22; the student
<br />generation rates for single-family detached was 0.581, townhouse - 0.309 and
<br />multifamily/other - 0.277; the school construction costs per student at 110
<br />percent capacity forCabarrus County and Kannapolis City Schools were as
<br />follows: elementary - $19,839, middle - $21,067 and high - $26,278; land
<br />costs per student at 110 percent capacity for Cabarrus County and Kannapolis
<br />City Schools were as follows: elementary - $1,997, middle - $2,273 and high
