December 18, 2006 (Regular Meeting) Page 199 <br />- $2,121; the cost per student for administrative offices was $220; the cost <br />per student for the planned bus garage was $158; the cost per student for <br />school buses was $527; the principal payment credit per student was $3, 113; <br />the maximum VPM amounts per housing unit were as follows: single-family <br />detached - elementary - $6,240, middle - $2,997, and high - $3,238 for a <br />total of $12,925; townhouse - elementary - $3,231, middle - $1,209 and high <br />- $2,155 for a total of $6,590; and multifamily/other - elementary - $2,942, <br />middle - $1,159, and high - $1,887 for a total of $5,988. <br />Ms. Herlands responded to questions from the Board. <br />John Day, County Manager, reported no action was needed tonight but a <br />report needed to be given on the revised Adequate Public Facilities <br />Ordinance. <br />Jonathan Marshall, Commerce Director, gave a brief report on past APFO <br />workshops and on the status of the ordinance. In summary, he reported the <br />ordinance is essentially updated and ready for the Board to look at again. <br />He also responded to questions from the Board. <br />There was a general discussion. <br />Mr. Day suggested convening another joint meeting between the <br />Commissioners and the School Boards to present the updated information. <br />There was further discussion on when to have the meeting and invitees. <br />By consensus, the Board agreed to convene a joint meeting with the <br />School Boards in January 2007 to present the updated information on the <br />Adequate Public Facilities Ordinance and to invite the municipalities, <br />homebuilders, etc., to attend the presentation. <br />(F) CONSENT AGENDA <br />(F-1) Refund and Release Reports - November 2006 <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the November 2006 Released-Refund <br />report as submitted and grant authority to the Tax Collector to process the <br />refunds to the taxpayers.
