Pursuant to G.S. 115C-926 (f), "No contracts for the purchase of <br />a site shall be executed nor any funds expended therefore without the <br />approval of the Board of County Commissioners as to the amount spent on the <br />site." Approval is requested by the Board of Education. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the purchase of the right-of-way <br />and easement totaling $7,500.00 for the Carl A. Furr Elementary School <br />Project and approved the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF FINANCE ($96 Million School Construction Fund) <br />AMOUNT: $7,500.00 <br />TYPE OF ADJUSTMENT: Internal Transfer With-in Function <br />PURPOSE OF REQUEST: To provide funding for the acquisition of a right-of-way <br />and easement for improvements to Pitts School Road at Clover Road from TWLS, <br />Inc. in the amount of $7,5000.00. Furr Elementary <br />(F-7) Recommended Revision in Current Agreement between Cabarrus County Boys <br />and Girls Club and Cabarrus County for Camp T.N. Spencer Park - Swimming Pool <br />In the current agreement, the Boys and Girls Club has exclusive use o£ <br />the swimming pool from 8:00 a.m. to 3:30 p.m., Monday through Friday, for its <br />seven week summer camp program. In the revised agreement, general public <br />park users may utilize the pool facilities; however, the Club will have first <br />priority free-of-charge use of the pool facilities. On November 19, 2006 the <br />Board of Directors from the Boys and Girls Club approved the revised <br />agreement. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the second amendment to the Lease <br />Agreement between Cabarrus County and Cabarrus County Boys and Girls Club for <br />use of the swimming pool facilities. <br />(F-S) Trust for Public Land - Contract for Updating the Livable Community <br />Blueprint <br />The Livable Community Blueprint (LBC), a master plan for future parks, <br />recreation and bicycle/pedestrian transportation, was formally adopted by the <br />BOC on June 10, 2002. With the increase in County population, rapid <br />development, and shrinking land areas, the LCB Steering Committee recommended <br />the County contract with the Trust for Public Land to update the LCB at a <br />cost of $19,500. Local participating municipalities will provide a portion <br />of this cost through a joint funding agreement. The County's share is $5,000 <br />and was approved in FY 06-07 budget. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the contract between the Trust <br />for Public Land and Cabarrus County along with its partners: City of <br />Concord, City of Kannapolis, Town of Harrisburg, Town of Mt. Pleasant, Town <br />of Midland, Cabarrus Health Alliance, Cabarrus/Kannapolis School Districts <br />and the Cabarrus/South Rowan Metropolitan Planning organization. Further, <br />the Board approved the funding agreement with the Municipalities and adopted <br />the following budget amendment: <br />BUDGET REVISION/AMENDMENT REQUEST <br />DEPARTMENT OF PARKS AND RECREATION <br />AMOUNT: $19,500.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Joint funding agreement with local municipalities <br />(Cabarrus County's share of $5,000 and included in approved budget) for <br />contracting with Trust for Public Land organization in their preparation of <br />updating the Livable Community Blueprint. <br />
