<br />WHEREAS, the collective input and guidance of all Federal, State and Local
<br />Homeland Security partners has been, and will continue to be, vital to the
<br />development and effective implementation and utilization of a comprehensive
<br />NIMSj
<br />
<br />WHEREAS, it is necessary that all
<br />agencies and personnel coordinate
<br />efficiently provide the highest level
<br />
<br />Federal, State, and
<br />their efforts to
<br />of incident management;
<br />
<br />local emergency
<br />effectively and
<br />
<br />WHEREAS, the NIMS standardized procedures for managing personnel,
<br />communications, facilities, and resources will improve the County's ability
<br />to utilize funding to enhance local readiness, maintain first responder
<br />safety, and streamline incident management processes,
<br />
<br />WHEREAS, the Incident Command System components are already an integral part
<br />of various incident management activities throughout the county, including
<br />the Cabarrus County Emergency Operations Plan,
<br />
<br />WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission)
<br />recommends adoption of a standard Incident Command System;
<br />
<br />NOW, THEREFORE, let it be resolved that the Cabarrus County Board of
<br />Commissioners does hereby establish the National Incident Management System
<br />(NIMS) as the County standard for incident management, and that all emergency
<br />agencies under County control, by being County Agencies, under contract with
<br />Cabarrus County, or by a signatory to a Mutual Aid Agreement with Cabarrus
<br />County, will function under the standards of the National Incident Management
<br />System.

<br />(F-~l) Inclement Weather Plan for County Operations
<br />
<br />The Emergency Management staff, with input from all department heads
<br />and County management staff, have developed an Inclement Weather Plan to
<br />address County operations during time of inclement weather. The Plan
<br />addresses such issues as the designation of key personnel, transportation
<br />needs, notification means and the personal leave policy during inclement
<br />weather.
<br />
<br />UPON MOTION of Commissioner Juba, seconded by Commissioner Freeman and
<br />unanimously carried, the Board adopted the Inclement Weather Plan as included
<br />in the Agenda.
<br />
<br />The approved Inclement Weather Plan is on file in the office of the
<br />County Manager.

<br />(F-~2) Parks and Recreation - N. C.
<br />Application for North Cabarrus Park
<br />Agreements with the City of Kannapolis
<br />
<br />Parks and Recreation Trust Fund Grant
<br />(Phase III) and Revisions to Lease
<br />and the Church of God Children's Home
<br />
<br />The Board received the written request from Steve Little, Director of
<br />the Cabarrus County Parks and Recreation Department, for authority to submit
<br />a N. C. Parks and Recreation Trust Fund (PARTF) grant application for Phase
<br />III at North Cabarrus Park. Planned improvements include a large corporate
<br />shelter, family picnic sites, large playground with swings/slides, boardwalk/
<br />fountain/waterfall features, nine-hole disc golf course, nature/science
<br />interpretive trail, bocce courts, walking/hiking trails and additional
<br />parking lots. The proposed total park project cost is $600,000.00 with
<br />funding as follows: Cabarrus County $150,000.00; City of Kannapolis
<br />$150,000.00; and State of North Carolina Grant - $300,000.00. The Kannapolis
<br />City Council agreed to provide its matching support to the grant request at a
<br />meeting on December 13, 2004. In addition, the Board was requested to approve
<br />the amendments to the Lease Agreements with the City of Kannapolis and with
<br />the Church of God Children's Home of North Carolina, Inc., for the North
<br />Cabarrus Park property. The proposed amendments extended those leases until
<br />2033.
