C. Parks and <br />Recreation Trust Fund (PARTF) grant application for North Cabarrus Park <br />(Phase III) and authorized the Chairman to provide signatures to all <br />necessary documents, including the certification that matching funds will be <br />available during the project period. Further, the Board approved and <br />authorized the Chairman to sign the Amendment to the Lease Agreement with the <br />City of Kannapolis and the Third Amendment to Lease Agreement with the Church <br />of God Children's Home of North Carolina, Inc., extending those leases for <br />the North Cabarrus Park property until 2033. <br /> <br />(G) NEW BUSINESS <br /> <br />(G-l) Road Name Change - Naming an Unnamed Easement off Cox Mill Road to <br />Benjamin Walker Lane - Public Hearing - 4:00 p.m. <br /> <br />Rodger Lentz I Planning and Zoning Manager I presented the petition for <br />an unnamed easement (approximately 2,330 feet in length) located off the 1050 <br />block of Cox Mill Road to be officially named Benjamin Walker Lane. Although <br />only one property owner signed the petition, Mr. Lentz said staff recommended <br />that the easement be named for E-911 purposes as well as for future <br />development of residential structures that may be constructed there. He <br />stated letters regarding the road naming request were sent to all property <br />owners. <br /> <br />At 4:45 p.m., Chairman Carpenter opened the public hearing on the <br />naming of Benjamin Walker Lane. The Public Hearing Notice was published in <br />THE INDEPENDENT TRIBUNE on January 13 and 23, 2005. <br /> <br />There was no one present to address the Board, and Chairman Carpenter <br />closed the Public Hearing at 4:46 p.m. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Vice <br />and unanimously carried, the Board approved the name of <br />Lane" for the easement off the 1050 block of Cox Mill Road. <br /> <br />Chairman Carruth <br />"Benjamin Walker <br /> <br />(G-2) Road Name Change - Naming an Unnamed Easement off Ben Black Road to <br />Fair Havens Lane - Public Hearing - 4:00 p.m. <br /> <br />Rodger Lentz, Planning and Zoning Manager, presented the petit-ion for <br />an unnamed easement (approximately 2,500 feet in length) located off the 1400 <br />block of Ben Black'Road to be officially named Fair Havens Lane. Mr. Lentz <br />said staff recommended approval based on the following issues: (1) 100 <br />percent of the property owners signed the petition; and (2) To address future <br />development of residential structures and to accommodate E-911 services. <br /> <br />At 4: 4 7 p. m., Chairman Carpenter opened <br />naming of Fair Havens Lane. The Public Hearing <br />INDEPENDENT TRIBUNE on January 13 and 23, 2005. <br /> <br />the public hearing on the <br />Notice was published in THE <br /> <br />There was no one present to address the Board, and Chairman Carpenter <br />closed the Public Hearing at 4:48 p.m. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the name of "Fair Havens Lane" <br />for the easement off Ben Black Road. <br /> <br />(G-3) Financial Support of Efforts <br />Challenge at Lowe's Motor Speedway and <br /> <br />to Retain the NASCAR NEXTEL All-Star <br />Adoption of Related Budget Amendment <br /> <br />Mr. Day reported the NASCAR NEXTEL All-Star Challenge at Lowe's Motor <br />Speedway has a major economic impact of over $100 million in Cabarrus County <br />and the surrounding area. He stated a Local Organizing Committee, comprised <br />of agencies and governments from Mecklenburg, Iredell and Cabarrus Counties, <br />is engaged in an effort to enhance the All-Star Challenge and maximize the <br />positive impact of the race to ensure that it remains at Lowe's Motor <br />Speedway. The Committee has set a goal of $600,000.00 and has requested a <br />contribution of $20,000.000 from Cabarrus County. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board approved a $20,000.00 contribution to The <br />Charlotte Regional Sports Commission in support of efforts to retain the <br />NASCAR NEXTEL All-Star Challenge Race at Lowe's Motor Speedway.
