Further I the Board authorized the County Manager to execute the agreement subject to review and approval by the County Attorney. (F-~2) Contract with Barnhardt Landscape, Inc. for County Property Mowing and Maintenance The following quotes were received for the mowing and maintenance of 17 County properties (approximately 33.5 acres): H&R Lawn Service, Inc. $57,000.00; Barnhardt Landscape, Inc. - $55,292.72; and Benfield Services - $60,000.00. These properties will be mowed 28 times per year. UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board approved the contract with Barnhardt Landscape, Inc., the low bidder, in the amount of $55,292.72 for the mowing and maintenance of 17 County-owned properties. Further, the Board authorized the County Manager to execute the, agreement on behalf of Cabarrus County. (F-13) Criminal Justice Partnership Program (CJPP) Grant Application and Contract for Services with Carolina Addiction and Recovery Environment (CARE) for intensive and Regular Outpatient Substance. Abuse Treatment Services to Offenders Referred by the Courts The Criminal Justice Partnership Program (CJPp) Advisory Board requested authorization to submit a grant application for continued CJPP funding of $151,231.00. Also, the CJPP Board recommended the renewal of the agreement between Cabarrus County and Carolina Addiction and Recovery Environment, Inc. (CARE) for Intensive and Regular Outpatient Treatment services at a rate of $20.00 per individual group hour. The program is funded entirely with State CJPP program funds. UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board authorized the County Manager to submit the FY 2006 Criminal Justice Partnership Program "Application for Continuation of Implementation Funding". Further, the Board approved the contract with Carolina Addiction and Recovery Environment, rnc., subject to revisions by the County Attorney, and authorized the County Manager to execute the ,contract on behalf of Cabarrus County. (F-14) Resolution Supporting State Assumption of County Share of Medicaid UPON MOTiON of Vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board adopted the following Resolution: Resolution No. 2005-04 MEDICAID RESOLUTION SUPPORTING STATE ASSUMPTION OF COUNTY SHARE OF MEDICAID WHEREAS, percent of its Cabarrus County pays approximately $4.5 million or 3.29 expenditures for services to Medicaid eligible citizens; and WHEREAS, the counties share of Medicaid reimbursements has increased over 67 percent in the last five years and now totals approximately $440 million; and WHEREAS, North Carolina is one of only two states in the nation that require counties to pay a share of all Medicaid services costs; and WHEREAS, in Cabarrus County, Medicaid costs represent 3.84 cents of the County's property tax rate in FY 2004. NOW, THEREFORE, BE IT RESOLVED Commissioners urges the North Carolina Medicaid relief to cabarrus County. that the Cabarrus County Board of General Assembly to provide immediate FURTHER BE IT RESOLVED that copies of this resolution be transmitted to the members of the General Assembly representing Cabarrus County.
