Improvements include a spring <br />fertilization; and, a fall application <br />fertilization. <br /> <br />application of plugging, lime and <br />of plugging, seeding, lime and <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner <br />Privette and unanimously carried, the Board approved a contract between <br />Cabarrus County and H&R Lawn Service, Inc., the low bidder, for turf <br />improvements for County properties at a cost of $68,983.00. Further I the <br />Board authorized the County Manager to execute the agreement subject to <br />review and approval by the County Attorney. <br /> <br />(F-~2) Contract with Barnhardt Landscape, Inc. for County Property Mowing and <br />Maintenance <br /> <br />The following quotes were received for the mowing and maintenance of 17 <br />County properties (approximately 33.5 acres): H&R Lawn Service, Inc. <br />$57,000.00; Barnhardt Landscape, Inc. - $55,292.72; and Benfield Services - <br />$60,000.00. These properties will be mowed 28 times per year. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the contract with Barnhardt <br />Landscape, Inc., the low bidder, in the amount of $55,292.72 for the mowing <br />and maintenance of 17 County-owned properties. Further, the Board authorized <br />the County Manager to execute the, agreement on behalf of Cabarrus County. <br /> <br />(F-13) Criminal Justice Partnership Program (CJPP) Grant Application and <br />Contract for Services with Carolina Addiction and Recovery Environment (CARE) <br />for intensive and Regular Outpatient Substance. Abuse Treatment Services to <br />Offenders Referred by the Courts <br /> <br />The Criminal Justice Partnership Program (CJPp) Advisory Board <br />requested authorization to submit a grant application for continued CJPP <br />funding of $151,231.00. Also, the CJPP Board recommended the renewal of the <br />agreement between Cabarrus County and Carolina Addiction and Recovery <br />Environment, Inc. (CARE) for Intensive and Regular Outpatient Treatment <br />services at a rate of $20.00 per individual group hour. The program is funded <br />entirely with State CJPP program funds. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board authorized the County Manager to submit <br />the FY 2006 Criminal Justice Partnership Program "Application for <br />Continuation of Implementation Funding". Further, the Board approved the <br />contract with Carolina Addiction and Recovery Environment, rnc., subject to <br />revisions by the County Attorney, and authorized the County Manager to <br />execute the ,contract on behalf of Cabarrus County. <br /> <br />(F-14) Resolution Supporting State Assumption of County Share of Medicaid <br /> <br />UPON MOTiON of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Resolution: <br /> <br />Resolution No. 2005-04 <br /> <br />MEDICAID RESOLUTION <br />SUPPORTING STATE ASSUMPTION OF COUNTY SHARE OF MEDICAID <br /> <br />WHEREAS, <br />percent of its <br /> <br />Cabarrus County pays approximately $4.5 million or 3.29 <br />expenditures for services to Medicaid eligible citizens; and <br /> <br />WHEREAS, the counties share of Medicaid reimbursements has increased <br />over 67 percent in the last five years and now totals approximately $440 <br />million; and <br /> <br />WHEREAS, North Carolina is one of only two states in the nation that <br />require counties to pay a share of all Medicaid services costs; and <br /> <br />WHEREAS, in Cabarrus County, Medicaid costs represent 3.84 cents of the <br />County's property tax rate in FY 2004. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br />Commissioners urges the North Carolina <br />Medicaid relief to cabarrus County. <br /> <br />that the Cabarrus County Board of <br />General Assembly to provide immediate <br /> <br />FURTHER BE IT RESOLVED that copies of this resolution be transmitted to <br />the members of the General Assembly representing Cabarrus County. <br /> <br />Adopted this the 21't day of February, 2005. <br />
