<br />February 21, 2005 (Regular Meeting) <br /> <br />Page <br /> <br />99 <br /> <br />There was no one present to address the Board, and Chairman Carpenter <br />closed the Public Hearing at 8:52 p.m. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by commissioner Freeman <br />and unanimously carried, the Board approved the naming of an easement off the <br />4700 block of Irish Potato Road as "Talbert Farm Road" and the portion that <br />splits off to the West as "Talbert Farm Placel/. <br /> <br />(G-4) Road Name Change - Naming an Unnamed Easement off Rimer Road to Boxcar <br />Lane - Public Hearing - 6:30 p.m. <br /> <br />Kassie Goodson, Planner, presented the petition [C2005-04 (Street <br />Naming)] for an unnamed easement (approximately 2,412 feet in length) located <br />off the 5350 block of Rimer Road to be officially named Boxcar Lane. Ms. <br />Goodson said staff recommended approval of the petition to accommodate E-911 <br />services and that 100 percent of the property owners had signed the petition. <br /> <br />At 8:53 p.m., Chairman Carpenter opened the public hearing for the <br />naming of Boxcar Lane. The Public Hearing Notice was published in THE <br />CHARLOTTE OBSERVER (Cabarrus Neighbors) on February 10 and 20, 2005. <br /> <br />There was no one present to address the Board, and Chairman Carpenter <br />closed the Public Hearing at 8:54 p.m. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the name of "Boxcar Lane" for an <br />unnamed easement 6ff the 5350 block of Rimer Road. <br /> <br />(G-5) <br /> <br />Scheduling an Agenda Work Session for the Month of March <br /> <br />At its January 2005 meeting, the Board established the regular schedule <br />for Agenda work sessions to be held on the first Monday of each month. The <br />work session in March was "to be determined" as Board members will be <br />attending the National Association of Counties Legislative Conference in <br />Washington on March 7, 2005. <br /> <br />UPON MOTION of Commissioner Freeman, seconded by Commissioner Privette <br />and unanimously carried, the Board agreed to hold the March Agenda Work <br />Session on Monday, March 14, 2005, at 4:00 p.m. in the Multipurpose Room at <br />the Governmental Center. <br /> <br />(G-6) <br /> <br />Compensation Study <br /> <br />Don Cummings, Human Resources Director, presented the 2005 Compensation <br />Review prePi'red by Springsted Incorporated and consistent with the Board- <br />adopted Personnel Management Policy. He stated the following two changes had <br />been made since the Board's work session on February 7th: Reclassification of <br />Individual Personal Property supervisor from Grade 66 .to Grade 68 (rather <br />than Grade 70); and Reclassification of Accounting Technician from Grade 62 <br />(incorrectly listed as Grade 63) to Grade 63. Mr. Cummings highlighted the <br />following during his presentation: (1) Of the County's 217 classifications, <br />79 were recommended for upgrades and 6 for downgrades; (2) The <br />recommendations result in 17 employees reaching the 10 percent annual maximum <br />increase and 51 moving into the entry level of the new grade, exceeding the <br />maximum; and (3) The cost for the remainder of FY 2005 would be $133,065.00 <br />if implemented on February 21. Mr. Cummings pointed out that 26 of the 51 <br />employees moving into' the entry level of a higher grade were from the <br />Transportation Department. <br /> <br />There was brief discussion regarding the implementation date for pay <br />increases and the number exceeding. the 10 percent maximum annual increase. <br />Also, Commissioner Privette questioned the amount being paid to the County <br />Attorney. Mr. Hartsell stated his hourly rate was $175.00, which he said was <br />a reduction from the November 2004 rate. <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Juba and <br />unanimously carried, the Board adopted the 2005 compensation Review by <br />springsted Incorporated and approved the requested changes as presented. The <br />approved salary grade changes included the following: Clerk (54 to 55); Human <br />Resources Analyst (7~); Help Desk Technician (64 to 65); GIS Analyst Trainee <br />(73 to 70); GIS Ana~yst (74 to 72); GIS Manager (77 to 74); Webmaster (75 to <br />71); Analyst/programmer (74 to 72); Senior Ana1yst/ Programmer (76 to 74); <br />Network Engineer (75 to 76); Deputy Register of Deeds (60 to 61); Assistant <br />Register of Deeds (62 to 68); Senior Elections Clerk (61); Assistant Director <br />of Elections (63 to 66); Director of Elections (71 to 73); Veteran Services <br />Officer (64 to 65); Accounting Technician (62 to 63); Account/Payroll <br />
