She said the negative outlook by Moody's was a result of reduced <br />financial flexibility by a four-year trend of a declining Fund Balance and <br />relying on one time revenues. Ms. Dubois reported it had been suggested <br />during conversations with representatives from Moody's that counties the size <br />of Cabarrus should maintain a 21 percent fund balance. <br /> <br />The Board requested additional information regarding the County's <br />financial status and the recommended reserve in Fund Balance. <br /> <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> <br />(H-l) <br /> <br />Nursing Home Community Advisory Committee <br /> <br />The Board received the written request from Debi Lee, Lead Regional <br />Long Term Care Ombudsman, that John K. Edmond, Sr., and Loretta H. Smith be <br />removed from the Nursing Home Community Advisory Committee for failure to <br />attend required meetings and/or required orientation and training. <br /> <br /> <br />UPON MOTION of vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board appointed Barbara Blackmore and Toni <br />Stovall to the Nursing Home Community Advisory committee for an initial one- <br />year term ending February 28, 2006. Further, the Board removed from <br />membership John K. Edmond, Sr., for failure to attend 75 percent of the <br />meetings and Loretta H. Smith for failure to attend required orientation and <br />training. <br /> <br />(H-2) <br /> <br />Concord Zoning Board of Adjustment (ETJ Member) <br /> <br />The Board received the written request from the Concord City Council <br />for the appointment of an extraterritorial jurisdiction (ETJ) member to the <br />recently established Concord Zoning Board of Adjustment. Currently, there <br />are no applications on file for this position. <br />
