(G-7) Update on Bond Rating Pam Dubois, Deputy County Manager I presented a brief overview of the County's bond ratings from the following agencies: Standard & Poars - AA; Fitch Ratings AA; and Moody's Investor Service Aa2 with a negative outlook. She said the negative outlook by Moody's was a result of reduced financial flexibility by a four-year trend of a declining Fund Balance and relying on one time revenues. Ms. Dubois reported it had been suggested during conversations with representatives from Moody's that counties the size of Cabarrus should maintain a 21 percent fund balance. The Board requested additional information regarding the County's financial status and the recommended reserve in Fund Balance. (H) APPOINTMENTS TO BOARDS AND COMMITTEES (H-l) Nursing Home Community Advisory Committee The Board received the written request from Debi Lee, Lead Regional Long Term Care Ombudsman, that John K. Edmond, Sr., and Loretta H. Smith be removed from the Nursing Home Community Advisory Committee for failure to attend required meetings and/or required orientation and training. UPON MOTION of vice Chairman Carruth, seconded by Commissioner Privette and unanimously carried, the Board appointed Barbara Blackmore and Toni Stovall to the Nursing Home Community Advisory committee for an initial one- year term ending February 28, 2006. Further, the Board removed from membership John K. Edmond, Sr., for failure to attend 75 percent of the meetings and Loretta H. Smith for failure to attend required orientation and training. (H-2) Concord Zoning Board of Adjustment (ETJ Member) The Board received the written request from the Concord City Council for the appointment of an extraterritorial jurisdiction (ETJ) member to the recently established Concord Zoning Board of Adjustment.
