The Finance Officer is hereby directed to maintain within the Capital Project Fund sufficient detailed accounting records to satisfy the terms of the Installment Financing resolution. Section 6. Funds may be advanced from the General Fund for the purpose of making payments as due. Reimbursement requests should be made to the grantor agencies in an orderly and timely manner. Section 7. The Finance Officer is directed to report, at the request of the Board, on the financial status of each project element in Section 3 and on the total revenues received or claimed. Section 8. Copies of this capital project ordinance shall be furnished to the Clerk to the Governing Board, and to the Budget Officer and the Finance Officer for direction in carrying out this project. Section 9. At the completion of unrestricted excess funds are transferred to Debt Service and the Capital Project Ordinance the construction project, all the General Fund for payment of is closed. The Manager may enter into and execute change orders or amendments to County construction contracts in amounts up to $50,000 when the project ordinance contains sufficient appropriated but unencumbered funds. If the construction contracts are for Public Education or the Community College, the Board of County Commissioners must enter into and execute these change orders. Bonds Clerk to the Board (F-13) Resolution Approving the Articles of Association and Agreement for the Centralina Workforce Development Consortium The Board received the Articles of Asociation and Agreement for the Centralina Workforce Development Consortium. The Articles stated Cabarrus County wished to remain in the Consortium for the purpose of receiving and utilizing federal and state workforce development and training funds (Workforce Investment Act and National Emergency Grant) for the training and employment of eligible individuals and dislocated workers in the county. UPON MOTION of Commissioner Privette, seconded by vice Chairman Carruth and unanimously carried, the Board adopted the following Resolution approving the Articles of Association and Agreement for the Centralina Workforce Development Consortium and authorizing the Chairman to execute the Agreement on behalf of Cabarrus County.
